ARTICLE VII. - ABANDONED REAL PROPERTY
Sec. 34-202. - Registration of abandoned real property.
(a) Any mortgagee who holds a mortgage on real property located within the city shall perform an inspection of the property, upon default by the mortgagor. The mortgagee shall, within ten days of the inspection, register the property with the division of code enforcement, or its designee, on forms provided by the city, and indicate whether the property is vacant or occupied. As separate registration is required for each property, whether it is found to be vacant or occupied.
(b) If the property is occupied but remains in default, it shall be inspected by the mortgagee or his or her designee monthly until:
(1) The mortgagor or other party remedies the default. If its found to be vacant or shows evidence of vacancy, the mortgagee shall, within ten days of that inspection, update the property registration to a vacancy status on forms provided by the city.
(d) A nonrefundable annual registration fee in the amount established in section 1-8, shall accompany the registration form. In the event the abandoned real property is vacant, and in addition to the annual fee, an additional nonrefundable annual fee in the amount established in section 1-8 shall be paid to account for the city's additional costs in monitoring the property under this article.

The fee for registering a Vacant property that has code violations, but is not in foreclosure is $200. ARTICLE XVII. [REGISTRATION AND MAINTENANCE OF VACANT BUILDINGS]
Sec. 5-423. Obligations of owners of vacant buildings.
(a) Within thirty (30) days of a building becoming vacant as defined herein, the owner of the building shall apply for a vacant building registration certificate and pay the fee according to the fee schedule contained herein; provided, however, that all eleemosynary; religious; education; benevolent; charitable organizations, which have been so recognized with tax exempt status from the federal, state, or municipal government; and government agencies, which shall include but are not limited to a local housing authority, the U.S. Department of Housing and Urban Development, or other governmental agency, shall be exempt for payment of the registration fee only. The initial vacant building registration certificate shall be issued for a period of six (6) months.
(b) If the structure is still vacant at the time of the expiration of the original vacant building registration certificate, the owner shall immediately apply for renewal of the certificate. At the discretion of the chief building official, a renewal application for a vacant building registration certificate may be approved. An application for renewal of the original vacant building registration certificate shall not be approved after three (3) six-month renewal periods or a maximum of twenty-four (24) months total.
(c) If the structure is still vacant at the time of expiration of the original twenty-four (24) month vacant building registration certificate period, or if the owner fails to complete a renewal application at any point during the initial twenty-four (24) month registration period, the owner of the abandoned and/or vacant structure shall immediately be subject to an annual renewal administrative fee of three hundred fifty dollars ($350.00).
Sec. 5-426. Vacant building/structure registration, renewal and administrative fees; fee schedules.
(a) The vacant building/structure fees shall be determined are as follows:
(1) Initial registration certificate fee shall be due at the time of initial application or any subsequent renewal(s) and paid by the owner.
(2) Renewal fee (for vacant single family and multi-family residential properties) shall remain consistent with the amount of the initial registration fee. Renewal of the initial registration certificate is required in six-month intervals for a maximum of three (3) renewals.
(3) Annual administrative fee (for vacant single family and multi-family residential properties) shall remain consistent with the amount of the initial registration fee. The administrative fee will become effective at the conclusion of the initial twenty-four month registration period. Any and all fees assessed under this article shall be established to support the services rendered by the city in the course of its duties including, but not limited to, registration, data collection, monitoring, and general management of vacant or abandoned structures. Failure to register such a structure or pay the required fee shall be cause for penalties to be assessed and are violations of this article.
(b) Fees for vacant commercial and residential buildings/structures shall be determined pursuant to the following fee schedule:
Commercial
Initial registration fee: $150.00
Renewal fee: $150.00
Annual administrative fee (for continuously vacant buildings): $350.00
Residential (single family)
Initial registration fee:
(1) For owners of twenty (20) or more vacant single-family structures on separate tax parcels: $100.00.
(2) For owners of fewer than twenty (20), but more than three (3) vacant single-family structures on separate tax parcels: $75.00
(3) For owners of three (3) or fewer vacant single-family structures on separate tax parcels: $50.00.
Residential (Multi-Family)
Initial registration fee:
(1) For owners of vacant multi-family residential properties with twenty (20) or more units: $125.00.
(2) For owners of vacant multi-family residential properties with fewer than twenty (20) units: $100.00.
(3) For owners of vacant multi-family residential properties with three (3) or fewer units: $75.00.

The city of Fairbanks, Alaska has enacted a property registration requirement within 60 days of vacancy. The program will require annual registration accompanied by the following fee schedule:
Initial Registration: No Charge
1st Renewal: $250.00
2nd and Subsequent Renewals: $500.00

Sec. 10-207. Vacant buildings.
(c) Duty to register. A vacant building must be registered with the City of Fairbanks Building Department within 60 days of meeting the vacant building threshold established in section 10-207(a). The vacant building registry will be maintained by the building department. Information on the registry is confidential and not intended for public release. Registering the building does not remove the owner(s)' duty to secure. The property owner may grant the Fairbanks Police Department (FPD) access to the building for the duration of the vacancy and allow the police to trespass unauthorized people on the property owner's behalf. Granting the FPD access, does not remove the owner(s)' duty to secure or make the FPD liable for damages that occur at the property. The building owner(s) may apply to the building department for removal from the registry when the building is no longer vacant.
(2) The owner of the vacant building shall pay an annual registration fee as follows:
a. No cost for the first year;
b. Two hundred fifty dollars for the second year; and
c. Five hundred dollars for every subsequent year.
The city of Beaumont, Calif. has amended its property registration ordinance to require an annual fee of $185.00. The program will continue to require annual registration within 30 days of vacancy.

CITY OF LATROBE ABANDONED & VACANT PROPERTY REGISTRATION PLAYBOOK
PROGRAM OVERVIEW
The City of Latrobe Abandoned & Vacant Property Registration Program is a program to prevent, remediate, and eliminate blight within the City of Latrobe.
It is unlawful for an owner of a commercial or residential real estate to not register the property with the City of Latrobe Code Enforcement Department within 365 days of vacancy of the structure. The registration is valid for 12 months and must be renewed annually. Registration of an abandoned and vacant property with provide the City with ownership contact information, local contact information, and a plan to maintain the unoccupied structure until the City approves occupancy. The property owner will pay an abandoned and vacant property registration fee at the time of initial application and following a schedule set for sequential registrations.
PROGRAM FEES & PENAL,TY SCHEDULE
The city will charge a fee for this registration and inspection as provided under Chapter 3 Administration Code, 3-48 Fee Schedules.
The registration fee and due date for this program is:
$500.00 due on the 366-day from the date of vacancy
$1,000.00 due on the last day of the 2nd year from date of vacancy
$2,000.00 due on the last day of the 3rd and 4th year from date of vacancy
$3,500.00 due on the last day of the 5th, 6th, 7th, and 8th year from date of vacancy
$5,000.00 due on the last day of the 9th year and each following number of years from the date of vacancy
The city of Lone Tree, Colo. has enacted a property registration requirement within 30 days of vacancy. The program will require annual registration accompanied by a fee of $1,000.00.

ARTICLE X Vacant Property Registration; Fees and Penalties
Sec. 18-10-30. Vacant property registration.
(a) Owner Registration. The owner of a vacant property shall register the property with the City and pay the registration fee within thirty (30) days after it becomes vacant or within thirty (30) days after written notice by the Community Development Director of the requirement to register based on evidence of vacancy.
Sec. 18-10-40. Fees and rebate of fees; City Safety Program.
(a) At the time of registration, the owner of the vacant property shall pay a registration fee as set by resolution of the City Council. the fee shall not be prorated for any properties registering as vacant more than forty-five (45) days before the end of each calendar year.

Chapter 4 - BUILDINGS AND BUILDING REGULATIONS
ARTIVLE VII. VACANT BUILDINGS IN THE CENTRAL BUSINESS DISTRICT
Sec. 4-179. Definitions.
Vacant means a building/structure that is not legally occupied for a total of thirty (30) consecutive days or more in any period of three hundred sixty-four (364) days.
Sec. 4-180. Registration.
(a) The owner or owner of record of any property in the Central Business District that is vacant or shows evidence of vacancy that would cause a reasonable person to believe it is vacant, shall register the property with the development services department or is or her designee on forms provided by the City. The registration shall contain the name of the owner or owner of record (no P.O. boxes), a direct contact name and phone number and email address for the owner or owner of record, and, as applicable, the local property management company or asset management company or real estate broker responsible for the security, maintenance and marketing of the property.
(b) An annual registration fee shall accompany the registration form. The fee shall be set by resolution of the Alamosa City Council and may similarly be amended from time to time by resolution. The fee and registration shall be valid for the calendar year, or remaining portion of the calendar year, in which the registration was initially required. Subsequent registrations and fees are due January 1 of each year and must be received no later than January 31 of the year due. Registration fees will not be prorated.
(c) Properties subject to this article shall remain under the annual registration requirement and security standards of this article as long as they remain vacant.
