AN ORDINANCE OF THE CITY OF HOMESTEAD, FLORIDA, AMENDING SECTIONS 19-110, 19-113, 19-114, 19-115, 19-116 AND 19-118 OF THE CITY CODE TO REVISE THE REGISTRATION FEES, REVISING THE MAINTENANCE AND SECURITY REQUIREMENTS, CLARIFYING THE CITY'S IMMUNITY FOR INSPECTIONS, AND ADDING A SCHEDULE OF CIVIL PENALTIES FOR VIOLATIONS; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Sec. 19-114. - Registration of real property.
(a) Upon the issuance of a notice of default, the lender shall perform an inspection of the property that is the security for the note and mortgage. Within ten (10) days of the inspection, the lender shall register the property with the city or designee. The lender shall indicate whether the property is vacant or occupied and provide evidence thereof. A separate registration is required for each abandoned property.
(d) An annual registration fee in the amount of two hundred dollars ($200) per abandoned residential property and three hundred dollars ($300) per abandoned commercial property shall accompany each registration form.

ORDINANCE OF THE CITY OF MONONGAHELA, COUNTY OF WASHINGTON, COMMONWEALTH OF PENNSYLVANIA, ESTABLISHING REGULATIONS APPLICABLE TO VACANT RESIDENTIAL, INDUSTRIAL AND COMMERCIAL STRUCTURES IN ADDITION TO THE PROVISIONS SET FORTH IN THE INTERNATIONAL PROPERTY MAINTENANCE CODE.
ARTICLE III. REGISTRATION
SECTION 3.1 REGISTRATION PROCESS
e) Each vacant building or structure shall be registered with the City within thirty (3) days of the date such building or structure becomes a vacant building or structure unoccupied. Inspection time will apply as same as rentals ordinance which is every year. For each subsequent calendar year, if such building or structure continues to be a vacant building or structure occupied during each subsequent calendar year, until such time as such building or structure ceases to be a vacant building or occupied. Owner must provide certificate of Insurance for said structure. Any change and/or expiration in insurance company must notify City of Monongahela. A citation of one thousand dollars ($1,000.00) will be issued in the event of No Insurance.
SECTION 3.2 - REGISTRATION FEE SCHEDULE
The registration fee shall be established by the Council of Monongahela City. Subsequent modifications to the fee structure shall be established by Resolution of the Council. The fee structure is based on the number of years the building, storefront, or portion thereof, has been vacant under its current ownership. See Article X for the initial registration fee schedule.

The city of Columbus, Ohio has amended its property registration ordinance to require an annual registration fee of $500.00. The program will continue to require annual registration within 60 days of vacancy.

Chapter 4517 REGISTRY OF VACANT BUILDINGS
4517.03 Vacant buildings to be registered.
A. A Property Owner of a Vacant Building shall register the Vacant Building on a form or in the manner approved by the Department for inclusion in the Registry of Vacant Buildings. The Property Owner shall pay the designated registration fee within sixty (60) days of the following: receipt of a notice of vacancy from a code enforcement officer, becoming vacant, or the effective date of this ordinance, whichever comes first.
4517.07 Vacant Building registration fee.
A. At the time of registration and annually thereafter, the Property Owner shall pay a non-refundable registration fee, as set forth in the fee schedule pursuant to City Code Section 4103.14, for each Vacant Building.

The city of San Francisco, Calif. has amended its property registration ordinance to require an annual registration fee of $1,850.00. The program will continue to require annual registration within 30 days of vacancy.

SECTION 103A - VIOLATIONS
103A.4 Vacant or abandoned buildings - Annual registration; registration fee; maintenance and security requirements.
103A.4.2 Property owner's obligation to register a vacant or abandoned building. The owner of a building defined as vacant or abandoned under Section 103A.4.1 shall register that building with the Department 30 days after it has become vacant or abandoned on a form provided by the Department. The form shall describe he methods by which the owner has secured the property against unauthorized entry, declare any future plans for the property, state whether or not there is fire and liability insurance coverage, and provide such other information as the Department may require. A registration fee shall be paid at the time of registration and annually thereafter.

ARTICLE V. - REGISTRATION AND MAINTENANCE OF MORTGAGED REAL PROPERTY IN DEFAULT
Sec. 13-109. - Registration of real property mortgagee holding mortgages in default.
(a) Any mortgagee who holds a mortgage on real property located within the City of Titusville shall, within ten (10) days of the date the mortgagee declares its mortgage to be in default, register the real property with the city or city's designee and, at the tie of registration, shall designate in writing a local property manager to inspect, maintain and secure the real property subject to the mortgage in default.
(d) Properties subject to this section shall remain under the annual registration requirement, inspection, security, and maintenance standards of this section as long as they remain in default.
Sec. 13-110. - Registration fees.
The city council shall establish by resolution ees for the registration and re-registration requirements of this article. Said fees shall be based on the reasonable estimated cost of administering the provisions of this article and shall be due and payable at the time of registration of re-registration. The city may delegate the collection of such fee to an independent contractor.

A RESOLUTION OF THE CITY OF TITUSVILLE, FLORIDA, AMENDING RESOLUTION NO. 30-2023 RELATED TO THE REGITRATION OF REAL PROPERTY WITH MORTGAGES IN DEFAULT; PROVIDING FOR REPEAL OF CONFLICTING RESOLUTIONS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TITUSVILLE, FLORIDA:
Section 1. That Resolution No. 30-2023 is hereby amended, as follows: establishing a registration fee which allocated a portion of the fees for services of a contractor which are now being performed by staff, and Council wishes to amend the registration fee accordingly. The registration fees to register or re-register any vacant real property with the City pursuant to Sections 13-109 and 13-110 of the Code of Ordinances shall be $300.00 per property registration and shall be collected by the City of Titusville.
The borough of Lansdale, Penn. has enacted a property registration requirement within 10 days of foreclosure filing. The program will require semi-annual registration accompanied by a $300.00 fee.

AN ORDINANCE OF LANSDALE BOROUGH, MONTGOMERY COUNTY, PENNSYLVANIA, ADDING A NEW CHAPTER 308 TITLED "REGISTRATION OF FORECLOSING MORTGAGED PROPERTY"; PROVIDING FOR PURPOSE, INTENT AND APPLICABILITY OF THE ORDINANCE; REQUIRING THE REGISTRATION AND MAINTENANCE OF CERTAIN REAL PROPERTY BY MORTGAGEES AND VACANT PROPERTY BY OWNERS; PROVIDING FOR PENALTIES AND ENFORCEMENT, AS WELL AS THE REGULATION, LIMITATION AND REDUCTION OF REGIDTRABLE REAL PROPERTY WITHIN THE BOROUGH; AND PROVIDING A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE
Sec. 308-5 Inspection and Registration of Real Property Under Foreclosure
C. Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall register the Registrable Property with the Borough Registry, and, at the time of registration, indicate whether the Registrable Property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain, and secure the Registrable Property subject to the mortgage under a Foreclosure Action. A separate registration is required for each property under a Foreclosure Action, regardless of whether it is occupied or vacant.
E. At the time of initial registration each registrant shall pay a non-refundable Semi-Annual Registration fee of $300.00 for each Registrable Property. Subsequent non-refundable Semi-Annual renewal registrations of properties and fees in the amount of $300.00 are due within ten (10) days of the expiration of the previous registration. Said fees shall be used to offset the costs of: (1) registration and registration enforcement, (2) code enforcement and mitigation related to Defaulted Real Properties, and (3) for any related purposes as may be adopted in the policy set forth in this Chapter. Said fees shall be deposited to a special account in the Borough's Department dedicated to the cost of implementation and enforcement of the Ordinance and fulfilling the purpose and intent of this Chapter. None of the funds provided for in this Section shall be utilized for the legal defense of Foreclosure Actions.
