Santa Ana, CA

The city of Santa Ana, Calif. has increased its annual property registration fee to $1276.00.  Properties are still required to be registered within 30 days of vacancy.

AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING CHAPTER 8, ARTICLE X OF THE SANTA ANA MUNICIPAL CODE RELATING TO REGISTRATION AND MAINTENANCE OF ABANDONED, VACANT AND/OR DEFAULTED MORTGAGE PROPERTIES; ADDING HISTORIC PROPERTIES; PROVIDING FOR ADDITIONAL PROPERTY OWNER RESPONSIBILITIES, AS WELL AS ADDITIONAL ENFORCEMENT OPTION BY CITY; AND, PROVIDING FOR MONITORING PROGRAM BY CITY.

DIVISON 3. - REGISTRATION AND MAINTENANCE OF ABANDONED, VACANT AND/OR DEFAULTED MORTGAGE PROPERTIES

Sec. 8-1986. Maintenance Requirements.

K. Within thirty (30) days after a property becomes a vacant building as defined herein, the owner of the vacant residential, commercial, historical, or industrial building shall cause said building to be registered as a vacant building pursuant to the provisions of section 8-1985 of this chapter and shall pay the registration fee required per section 8-1989.  Further, the owner of the said vacant building shall comply with all applicable provisions of this Code with respect to property maintenance, nuisance abatement, local property management requirements and monitoring.

Sec. 8-1989. - Fees.

An annual non-refundable foreclosed, vacant and/or abandoned property registration fee shall be paid to city at the time of registration, annual thereafter on January 1st each year and must be received no later than January 31 of the year due.  If the foreclosed, vacant and/or abandoned property is sold or transferred within a calendar year to a new bank/owner it will need to register the foreclosed, vacant and/or abandoned property; the annual fee is not transferrable.

Ross Township, PA

The township of Ross Township, Pa.  has enacted a property registration requirement within 10 days of filing LP.  The program will be enforced by a third-party service provider and will include a $500.00 semi-annual registration fee.

AN ORDINANCE, TO BE INCLUDED IN CHAPTER 11: HOUSING, CREATING "PART 2: REGISTRATION OF FORECLOSING MORTGAGED PROPERTY AND VACANT PROPERTY"; PROVIDING FOR PURPOSE, INTENT AND APPLICABILITY OF THE ORDINANCE REQUIRING THE REGISTRATION AND MAINTENANCE OF CERTAIN REAL PROPERTY BY THE MORTGAGEES AND VACANT PROPERTY BY OWNERS; PROVIDING FOR PENALTIES AND ENFORCEMENT, AS WELL AS THE REGULATION, LIMITATION AND REDUCTION OF REGISTRABLE REAL PROPERTY WITHIN THE TOWNSHIP; PROVIDING FOR SEVERABILITY, REPEALER, CODIFICATION, AND AN EFFECTIVE DATE.

Sec. 11-205.  Inspection and Registration of Real Property Under Foreclosure

(c) Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall register the Real Property with the Township Registry, and, at the time of registration, indicate whether the property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain, and secure the Real Property subject to the mortgage under a Foreclosure Action when legally possible.

(e) At the time of initial registration each registrant shall pay a non-refundable Semi-Annual Registration fee of five hundred dollars ($500.00) for each property.  Subsequent non-refundable Semi-Annual registrations of properties and fees in the amount of five hundred dollars ($500.00) are due within ten (10) days of the expiration of the previous registration.

Sec. 11-206.  Inspection and Registration of Real Property that is not Subject to a Mortgage In Foreclosure

(a) Any Owner of Vacant property located within the Township shall within ten (10) days after the property becomes Vacant, register the Real Property with the Township Registry.

(c) At the time of initial registration each registrant shall pay a non-refundable Semi-Annual Registration fee of five hundred dollars ($500.00) for each Vacant property.  Subsequent non-refundable Semi-Annual renewal registrations of Vacant properties and fees in the amount of five hundred ($500.00) are due within ten (10) days of the expiration of the previous registration.

Lower Burrell, PA

The city of Lower Burrell, Pa. has enacted a property registration requirement within 15 days of filing LP or vacancy.  The program will be enforced by a third-party service provider and will reflect the following escalating annual fee structure:

Initial Registration: $150.00
First Renewal: $300.00
Second Renewal: $500.00
Third and Subsequent Renewal: $1000.00

PROPERTY VACANT, ABANDONED, AND FORECLOSURE ORDINANCE NO. 1-2022

AN ORDINANCE OF THE CITY OF LOWER BURRELL, WESTMORELAND COUNTY, PENNSYLVANIA, ESTABLISHING A VACANT, ABANDONED, AND FORECLOSED PROPERTY REGISTRATION AND MAINTENANCE PROGRAM AS A MECHANISM TO PROTECT NEIGHBORHOODS AND MINIMIZE HAZARDS TO PERSONS AND PROPERTY AS A RESULT OF THE VACANCY.

Section 2. Registration.

A. Upon knowledge of a residential, commercial, or industrial property being vacant, the owner and/or creditor shall, within 15 days, register the property as a vacant property with the Code Enforcement Office of the City of Lower Burrell in which the property is located for the purpose of minimizing hazards to persons and property as a result of the vacancy.

Section 6. Administrative fee; registration renewal.

A.  Any entity which is required to register a residential, commercial or industrial property with the City under this chapter shall be required to pay an administrative fee under the Annual Fee Schedule Resolution that reasonably approximates the cost to the City of the establishment, maintenance, operation, and administration of the registry.

B.  The registration shall remain valid for one year from the date of registration.  The owner or creditor shall be required to renew the registration annually as long as the property fulfills the criteria described in Section 2 - Registration and shall pay the appropriate registration or renewal fee per the fee schedule.
