The city of Los Angeles, Calif. has increased its annual foreclosure registry fee to $160, which includes a 2.49% administrative fee. Registration will continue to be required within 30 days of notice of default.

An ordinance amending Article 4 of Chapter XVI of the Los Angeles Municipal Code to amend the City of Los Angeles Foreclosure Registry Program to establish an inspection fee on foreclosed properties, and to make technical and other changes.

ARTICLE 4 FORECLOSURE REGISTRY PROGRAM

SEC. 164.04.  REGISTRATION OF PROPERTIES IN FORECLOSURE

(A)  Properties Subject to Registration Requirements.

1. Any beneficiary or trustee who holds or has an interest in a deed of trust on a property in foreclosure located within the City of Los Angeles ("City") shall register the property in foreclosure with the Housing and Community Investment Department ("HCID") within 30 days of the issuance of a notice of default.

2. The registration requirements of this article also apply to properties that have been the subject of a foreclosure sale where the title was transferred to the beneficiary or the trustee of a deed of trust involved in the foreclosure or transferred under a deed in lieu of foreclosure/sale.

Registration shall be renewed annually until the property is no longer subject to this article.

E.  Annual Registration Fee.

1.  A non-refundable annual registration fee in the amount of $155 shall be paid to HCID at the time of registration. (AMENDED - SEE BELOW).

Effective July 1, 2022, credit card payments will be charged a 2.49% service fee and electronic check payments will be charged $0.45 per transaction by our card processor.

Oakland, CA

The city of Oakland, Calif. has increased its annual property registration fee to $914. Properties must be registered within 30 days of notice of default.

8.54.200 - Properties subject to registration.

B. Vacant and Occupied Foreclosed Residential Properties.

1. All residential property that has been the subject of a foreclosure where the title was transferred to the beneficiary of a deed of trust involved in the foreclosure or through a deed in lieu of foreclosure.

2. Such properties must be registered within 30 days of transfer to the beneficiary.

8.54.230 - Fees.

Fees for registration of all properties required to be registered pursuant to this Chapter are set out in the master fee schedule.  In the case of hard copy registration under Subsection 8.54.220.A.1., initial registration fee shall accompany the registration form.  The City may provide for electronic payment of fees that are registered through the City's website.  Otherwise, fees must be received by the City within ten days of the date of registration.  Fees shall be fully paid at the time of submitting the statement of registration to the City and thereafter on the anniversary date of submittal, unless a subsequent ordinance of the City Council to amend the master fee schedule otherwise specifies.

City of Oakland Foreclosed & Defaulted Residential Properties Registration, Inspection and Maintenance Program

An annual registration fee of $914 is required, although this fee is waived for NOD occupied properties.  However, when the NOD occupied property changes status to NOD vacant, then a registration fee will be required. 

The registration fee increased to $914 effective 1/19/22.

Bayside, WI

The village of Bayside, Wis. has increased its annual property registration fee from $250 to $500. Properties must be registered within 90 days of vacancy.

Chapter 104 - BUILDINGS AND BUILDING REGULATIONS

ARTICLE VIII. - VACANT PREMISES

Sec. 104-180. - Vacant premises registration and fee schedule.

(a) The owner of the vacant premises shall register with the village no later than the earliest of:

(1) 90 days after the premises becomes vacant;

(2) 30 days after being notified by an enforcement officer of the requirement to register; or

(3) 30 days after any transfer of ownership.

(c) Registration shall be required for all vacant premises, whether vacant and secure, vacant and unsecured, or vacant and boarded.  The owner of the vacant premises shall be responsible for the annual payment of a nonrefundable vacant premises fee, in an amount set by the village board from time to time.  Said vacant fee shall be due each year on the anniversary date of the registration and initial vacant premises fee.
