ORDINANCE OF THE TOWNSHIP OF BURLINGTON AMENDING CHAPTER 443 "PROPERTY, VACANT OR ABANDONED"
Section 2. NOTICE OF FORECLOSURE.
A creditor serving a summons and complaint in an action to foreclose on a mortgage on a residential or commercial property in the Township shall, within ten (10) days of serving the summons and complaint, notify the Municipal Clerk and Mayor that a summons and complaint has been filed against the property.
SECTION 5. ANNUAL PROPERTY REGISTRATION FEES.
There is an annual fee of $500.00 for each property for which a summons and complaint has been filed in an action to foreclose a mortgage.
An additional annual fee of $2,000.00 shall be paid if the property is vacant and abandoned when the summons and complaint is filed or becomes vacant and abandoned at any time thereafter while the property is in foreclosure.

Sec. 22-641. Abandoned residential property registration required.
(b) Registration.
(1) Any beneficiary who holds a deed of trust on a residential property located within the City of Aurora, shall, within 14 calendar days of filing the initial notice of election and demand or the initial pleadings for a judicial foreclosure, perform or cause to be performed an inspection of the property which is security for the deed of trust. If the property is found to be vacant or shows evidence which would cause a reasonable person to believe it is vacant, then the property is, by this section, deemed abandoned and a nuisance and the beneficiary shall, within 14 calendar days of the inspection, register the property with the director of neighborhood services or his or her designee on forms provided by the City. If the property is occupied but remains subject to foreclosure proceedings, it shall be inspected by the beneficiary, or his designee monthly until (1) the grantor or other party remedies the default responsible for the foreclosure proceedings, or (2) it is found to be vacant or shows evidence which would cause a reasonable person to believe it is vacant at which time it is deemed abandoned and a nuisance, and the beneficiary shall, within 14 days of that inspection, register the property with the director of neighborhood services or her designee on forms provided by the City. In either case, the registration shall contain the name of the beneficiary (corporation or individual), the direct street/office mailing address of the beneficiary (no P.O. boxes), a direct contact name and phone number for the beneficiary, and in the case of a corporation, the local property management company or asset management company responsible for the security, maintenance and marketing of the property.
(2) An annual registration fee shall accompany the registration form. The fee and registration shall be valid for the calendar year, or remaining portion of the calendar year, in which the registration was initially required. Subsequent registrations and fees are due January 1 of each year and must be received no later than January 31 of the year due. Registration fees will not be prorated.
REGISTRATION OF ABANDONED RESIDENTIAL PROPERTY
An annual registration fee of sixty six dollars, and zero cents ($66.00) shall accompany this registration form. Please note the registration amount is subject to change on January 1st of each year.

The borough of Roseland, N.J. has amended its property registration requirement within 30 days of vacancy or within 10 days of foreclosure filing. The program will be accompanied by the following escalating fee schedule:
Initial Fee: $500.00
First Renewal: $1,000.00
Second Renewal: $2,000.00
Third and Subsequent Renewals: $3,000.00

AN ORDINANCE OF THE BOROUGH OF ROSELAND AMENDING AND SUPPLEMENTING CHAPTER 11 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF ROSELAND ENTITLED "PROPERTY MAINTENANCE CODE", INCLUDING AMENDMENTS TO SECTION 11-2 ENTITLED "ABANDONED, VACANT OR FORECLOSED PROPERTY" AND ADDING NEW SECTION 11-4 ENTITLED "LANDLORD REGISTRATION"
Sec. 11-2.7 Registration of vacant and/or abandoned properties.
a. All owners of vacant and/or abandoned property must file a registration statement with the Borough Clerk for each such property within 30 days after it becomes vacant and/or abandoned or within 30 days after assuming ownership of the vacant and/or abandoned property, whichever is later.
c. All registrations are valid for one year from the date of registration. The owner shall be required to renew the registration annually as long as the property remains vacant and/or abandoned and shall pay a registration or renewal fee in the amount prescribed herein for each property registered.
d. The initial registration fee shall be $500 and must accompany the registration statement. Subsequent annual registration fees shall be $1,000 for the first renewal, $2,000 for the second renewal, and $3,000 for all subsequent renewals.
Sec. 11-2.8 Inspection and registration of real property under foreclosure.
c. Within 10 days of the date any mortgagee files a foreclosure action, the mortgagee shall register the real property with the Borough registry, and, at the time of registration, indicate whether the property is vacant, and if so, shall designate in writing a property manager to inspect, maintain and secure the real property subject to the mortgage under a foreclosure action.
f. The initial registration fee shall be $500 and must accompany the registration statement. Subsequent annual registration fees shall be $1,000 for the first renewal, $2,000 for the second renewal, and $3,000 for all subsequent renewals.
The borough of Franklin Lakes, N.J. has amended its property registration ordinance to reflect an annual fee of $500.00 for occupied properties and an additional $2000.00 if the property is vacant or abandoned.

AN ORDINANCE AMENDING CHAPTER 370 "PROPERTY, REHABILITATION OF ABANDONED" OF THE CODE OF THE BOROUGH OF FRANKLIN LAKES TO COMPLY WITH STATE LAW
Sec. 370-3 Registration requirements.
The creditor filing a summons and complaint in an action to foreclose shall, in addition to the notice provided to the Borough pursuant to N.J.S.A. 46:10B-51 or N.J.S.A. 40:48-2.12s2, register the residential or commercial property with the Borough's property registration program as a property in foreclosure.
Sec. 370-8 Annual registration fee.
A. The creditor filing a summons and complaint in an action to foreclose shall pay an annual registration fee of $500 per property.
B. The creditor shall pay an additional $2,000 per property annually if the property is vacant or abandoned pursuant to the definition in Section 370-2 when the summons and complaint in an action to foreclose is filed, or becomes vacant and abandoned pursuant to the definition in Section 370-2 at any time thereafter while the property is in foreclosure.
The borough of Ocean Gate, N.J. has amended its property registration ordinance to reflect an annual fee of $500.00 for occupied properties and an additional $2,000.00 if the property is vacant or abandoned. Registration will continue to be required within 10 days of foreclosure.

674-23.4 INSPECTION AND REGISTRATION OF FORECLOSURE MORTGAGE.
(c) Within ten (10) days of the date any Mortgagee declares its mortgage to be in Foreclosure or Foreclosed, the Mortgagee shall register the Real Property with the Borough Registry, and, at the time of registration, indicate whether the property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain and secure the Real Property subject to the mortgage in Foreclosure or Foreclosed. A separate registration is required for each Registrable Property.
(e) A nonrefundable annual registration fee in the amount of $500 per property shall accompany the registration form or website registration; and (2) an additional $2,000 per property annually if the property is vacant or abandoned pursuant to the definition in the ordinance when the summons and complaint in an action to foreclose is filed, or becomes vacant and abandoned pursuant to the definition in the ordinance at any time there after while the property is in foreclosure.
