Palm Beach County, Fla. has amended its property registration requirement to reflect a decreased fee of $100 annually. The change became effective on April 6, 2022. The program will continue to be enforced by a third-party service provider (ProChamps).

Sec. 17-384. - Inspection and registration of real property by mortgagee holding mortgages in default.

(a)  Within ten (10) days of the date any mortgagee declares its mortgage to be in default, the mortgagee shall register the real property with the county planning, zoning and building department, or its designee, or the county's authorized representative. 

Sec. 17-385. - Annual registration fee.

An annual registration fee in an amount approved by the board of county commissioners, per property, shall accompany the registration. Fees shall be deposited into a special revenue account, which account shall be for the purpose of enforcement of the county property maintenance code, the
Florida Building Code and other related property codes.

Section 1.

The Division of Code Enforcement Schedule of Fees is hereby amended as shown on Attachment "A." This resolution shall take effect immediately.

Maywood, IL

The village of Maywood, Ill. has enacted a property registration requirement within 10 days of initial foreclosure filings. The program, which was previously managed in-house as an REO/Post-sale Ordinance, will now be enforced by a third-party service provider (ProChamps) and will include a $325 semi-annual registration fee.

 

Property Registration Ordinance 

Section 150.31 REGISTRATION OF FORECLOSING MORTGAGEE PROPERTY AND VACANT PROPERTY

(2)  Any property that is vacant more than thirty (30) days or any cancellation of Utility or Service, whichever occurs first.

Semi-Annual Registration shall mean six (6) months from the date of the first action that requires registration, as determined by the Village. or its designee, and every subsequent six (6) months.

(E)  Inspection and Registration of Real Property Under Foreclosure.

(3)  Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall registers the Real Property with the Village Registry, and, at the time of registration, indicate whether the property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain, and secure the Real Property subject to the mortgage under Foreclosure Action when legally possible.

(5)  At the time of initial registration, each registrant shall pay a non-refundable Semi-Annual fee of three hundred twenty-five dollars ($325.00) for each property.  Subsequent non-refundable Semi-Annual renewal registrations of properties  and fees in the amount of three hundred twenty-five dollars ($325.00) are due within ten (10) days of the expiration of the previous registration.

Maquoketa, IA

The city of Maquoketa, Iowa has enacted a property registration requirement within 30 days of vacancy. The program will be enforced in-house and will require a $35 annual registration fee and and proof of liability insurance.

CHAPTER 21 VACANT BUILDING REGISTRATION

3-21-4 VACANT BUILDING REGISTRATION REQUIRED.  The owner of any vacant building or structure or partially vacant building or structure to which this section applies shall submit a Vacant Building Registry Application within thirty (30) days of becoming vacant.

 3-21-10 FEES AND PENALTIES. The fee for application to the vacant building registry shall be determined by city council.
