Sec. 150.072 PROPERTY OWNERS TO NOTIFY INSPECTIONS DEPARTMENT OF VACANT PROPERTY BY OCTOBER 1 ANNUALLY.
(A) Property owners of residential, commercial and industrial properties located in the city shall be required to register in writing such properties as being empty, vacant and/or not in use, if vacant for a period of more than 90 days.
(E) A registration form and registration fee of $300 will be required for each vacant property, each year of vacancy exceeding 90 days.

Vacant Property Registration and Maintenance Requirements

Sec. 225-204. Registration of vacant and abandoned vacant property.
An owner of a vacant property or an abandoned vacant property located in the City shall be responsible for registering that property with the Building Department by complying with the affidavit and registration and inspection fee requirements in this article within 45 days of the vacancy.

B. Once a vacant or abandoned property has been properly registered by the owner, such registration shall be valid and effective for a period not to exceed 365 days, and shall be renewed thereafter until the vacant property has become occupied and a certificate of compliance has been issued pursuant to Sec. 225-211.
Sec. 225-206. Registration, inspection, and other fees.
All fees applicable to this article shall be set from time to time by resolution of the City Council, which fees shall include a registration fee, an inspection fee, a reinspection fee, and such other related fees established by resolution of the City Council.

The town of Smithtown, N.Y. has enacted a property registration requirement within 30 days of foreclosure filing. The program will require annual registration accompanied by a $75.00 fee.

Sec. 221-10. Inspection and registration of real property.
B. At the time of initial registration each registrant shall pay a nonrefundable annual registration fee of $75 for each property. Subsequent nonrefundable annual renewal registrations of properties and fees in the amount of $65 are due within 10 days of the expiration of the previous registration.
C. If the registrable property is not registered, or the registration fee is not paid within 30 days of when the registration or renewal is required pursuant to this section, a late fee equivalent to 10% of the annual registration fee shall be charged for every thirty-day period or portion thereof, the property is not registered and shall be due and payable with the registration.
