ORDINANCE, Amending Chapter 223, Property Maintenance, of the Code of the City of Bangor, By Creating an Abandoned Building Ordinance
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 223 of the Code of the City of Bangor be amended as follows:
Sec. 223-8. Registration required.
A. The owner of a vacant building must obtain a vacant building registration permit for the period during which it is vacant.
B. When a building or structure becomes vacant, the owner of the building must apply for and obtain a vacant building registration permit and pay the fee within 60 days of the building becoming vacant.

$500.00 Initial 6 Months ----- This fee doubles for each renewal of said permit, for each six month Period the building continues as vacant regardless of the ownership status or issuance of a new permit (i.e., change of ownership), up to a maximum of $4,000.00 per six month renewal.
First 6 months -- $500.00 Second 6 months -- $1,000.00 Third 6 months -- $1,500.00 Fourth 6 months -- $2,000.00 Fifth 6 months -- $2,500.00 Sixth 6 months -- $3,000.00 Seventh 6 months -- $3,500.00 Eighth 6 months -- $4,000.00 and will be $4,000.00 every six months thereafter.

AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, as heretofore amended, by enacting Chapter 61, relating to the Vacant Property Registration Ordinance.
Chapter 61 VACANT PROPERTY REGISTRATION ORDINANCE
Sec. 61-10. Registration of vacant structure.
Any owner of property located within the city who has a vacant structure(s) or within 10 days of vacating a structure(s) shall register the property as required by this chapter.
Sec. 61-14. - Registration of vacant structure.
For so long as the property remains vacant, or subject to a Notice of Lis Pendens or a foreclosure action, a registration fee shall be due from the owner or authorized management agent, as applicable under the circumstances, each year not later than the fifteenth day of the month following the month in which the original registration was made. The annual registration fee shall be set out in the schedule of fees adopted by the city council for each year it remains registered.

The township of West Milford, N.J. has amended its property registration requirement to reflect registration upon notice, or immediately upon assuming ownership or responsibility for a property that is vacant and abandoned. Annual registration is required and will accompany the following escalating fee schedule:
Initial Registration: $250.00
1st Renewal: $500.00
2nd Renewal: $750.00
3rd Renewal: $1,000.00
4th and Subsequent Renewals: $1,000.00 plus an additional $250.00 for each subsequent year

ORDINANCE OF THE TOWNSHIP OF WEST MILFORD, COUNTY OF PASSAIC, STATE OF NEW JERSEY AMENDING SECTION 285-12 VACANT AND ABANDONED PROPERTIES TO ADD THE CERTIFICATE OF REGISTRATION FEES IN THE REVISED GENERAL ORDINANCES
SECTION 1. Section 285-12 "Vacant and Abandoned Properties is hereby amended to read as follows:
D. Registration of Vacant, Abandoned Properties
1) Registration. The responsible party for a vacant, abandoned, residential property shall immediately file a certificate of registration with the Township Clerk after receipt of notice that the property has been determined to be vacant and abandoned or immediately after the responsible party assumes ownership of or responsibility for a property already determined to be vacant and abandoned. A certificate of registration shall remain valid for one year from the date of issuance and renewal shall be required annually that reverts back to the initial registration date if the property remains vacant and abandoned.
4.. Certificate of Registration Fees. The following fees for a certificate of registration shall be paid by the responsible party.
The city of Hemet, Calif. has amended its property registration ordinance to reflect an annual fee of $420.00. Renewals are due between October 1st and October 31st of each year and will accompany an annual renewal fee of $161.00.

ARTICLE XI. - MAINTENANCE, SECURITY, AND REHABILITATION OF ABANDONED OR VACANT PROPERTIES
Sec. 14-503. - Registration requirements.
(a) A beneficiary, or beneficiary's agent shall register a property with the city's community development staff, on forms provided by the city, within ten days from the earlier of the following dates: (i) the date of notice of default is recorded on a property; or (ii) the date of a default inspection which indicates that the property is vacant or abandoned.
(2) An annual registration fee, adopted in conformance with section 14-510, shall accompany the submission of each registration form. The fee and registration shall be valid from the date of registration until the following September 1. Registration fees will not be prorated.

The city of Aurora, Colo. has amended its property registration requirement to reflect an increased fee of $63. The program will continue to require annual registration.
