Middle Township, NJ

The township of Middle Township, N.J. has amended its property registration requirement to be reported within 30 days of vacancy instead of upon foreclosure or vacancy. The fee has been reduced from $1000.00 to $500.00 annually.

ARTICLE V Registration of Vacant Properties

SECTION 193-24 Registration Requirements

Effective immediately, the owner of any vacant property as defined herein shall, within 30 calendar days after the building becomes vacant property or within 30 calendar days after assuming ownership of the vacant property, whichever is later, or within 10 calendar days of receipt of notice by the municipality, file a registration statement for such vacant property with the Township Code Enforcement Inspector (or contractor hired by the Township for this purpose) on forms provided by the Township or its contractor. The owners of property that is vacant on the effective date of this article shall have 30 days to register that property as set forth herein. Failure to receive notice by the municipality shall not constitute grounds for failing to register the property.

C.  The registration shall remain valid for one year from the date of registration. The owner shall be required to renew the registration annually as long as the building remains a vacant property and shall pay a registration or renewal fee in the amount prescribed in the fee schedule of this article for each vacant property registered.

D.  The annual renewal shall be completed within 15 days of the prior year's registration form's expiration date. A notice and invoice will be sent 30 days in advance of the renewal due date.

SECTION 193-27 Fee Schedule.

The initial registration fee for each building shall be $1,000. Registrations must be renewed annually. Properties must register on or before February 1 of each year.

AN ORDINANCE AMENDING 193-1 ET SEQ. OF THE CODE OF THE TOWNSHIP OF MIDDLE

SECTION 2. Section 193 of the Code of the Township of Middle shall be amended as follows:

b. The text of Section193-27 entitled 'Fee schedule" shall be stricken and the following verbiage shall be substituted in its place:

"The initial and subsequent annual registration fee for each building shall be $500.  Registrations must be renewed annually in accordance with section 193-24 (d)."

Canyon Lake, CA

The city of Canyon Lake, Calif. has amended its property registration requirement to reflect an annual fee of $204.10 for 2022. The property must be registered within 15 days of vacancy.

CHAPTER 5.20: FORECLOSED RESIDENTIAL PROPERTY REGISTRATION

5.20.20 Inspection and registration requirements.

   (a)   Notice of Default.  At the time of recording a notice of default for any real property within the City, any person or entity who or which holds a deed of trust secured on such real property shall perform or cause to be performed a physical inspection of the exterior of that property to determine if it is vacant or if it shows signs of neglect.  If the property is vacant, it is deemed to be abandoned property or shows evidence of vacancy, it is, by this Chapter, deemed abandoned and subject to registration within 15 days thereafter as provided by Subsection (c) hereof, as well as other requirements of this Chapter.

   (e)   Registration Fee.  At the time of initial registration of the property, and annually thereafter or until the property is sold to a third party, the owner shall pay a registration fee in an amount established by City Council resolution.  The fee and registration shall be valid for the calendar year, or remaining portion of the calendar year, in which the registration was initially required without pro-ration.  Subsequent registrations and fees are due January 1st of each year and must be received no later than January 31st of the year due. Late payments will be subject to a penalty determined in the fee resolution.

Davenport, IA

The city of Davenport, Iowa has enacted a property registration requirement within 30 days of vacancy or abandonment. Owners will be required to register vacant properties online with the city of Davenport and will pay a $25.00 annual fee.

Chapter 8.18 REGISTRATION OF VACANT OR ABANDONED BUILDINGS

8.18.030 Registration.

A. The owner shall register a vacant or abandoned building with the City not later than 30 calendar days after any building in the City becomes abandoned or vacant as defined in this chapter. Failure to register an abandoned or vacant building or providing false information to the City shall be a violation of this chapter.

8.18.040 Fees.

The owner of a vacant or abandoned building shall pay an annual fee as established, from time to time, by resolution of the City Council, and said fee shall be paid in full prior to the issuance of any permits or acceptance of the registration form for the subject property.

8.18.050 Terms.

A. Every registration is for the period of one year and shall be effective from July 1 to and through the following June 30.

Vacant/Abandoned Structure Registration

Per Davenport City Code Chapter 8.18, all vacant and abandoned structures in Davenport must be registered. The cost of registration is $25 per year. Each day that the owner of a vacant or abandoned structure fails to submit a registration constitutes as a separate violation for which a municipal infraction citation may be issued.
