Sec. 151-5 Inspection and registration of real property under foreclosure.
C. Within 10 days of the date any mortgagee files a foreclosure action, the mortgagee shall register the real property with the City Registry and, at the time of the registration, indicate whether the property is vacant, and if so shall designate in writing a property manager to inspect, maintain, and secure the real property subject to the mortgage under a foreclosure action.
E. At the time of the initial registration, each registrant shall pay a nonrefundable semiannual registration fee of $500 for each property. Subsequent nonrefundable semiannual renewal registrations of properties and fees in the amount of $500 are due within 10 days of the expiration of the previous registration.

1A-37. Registration of real property mortgagee holding mortgages in default.
(c) Within ten (10) days of the date, the mortgagee declares its mortgage to be in default through public notice or recordation the mortgagee shall register the real property with the Township or its designee and, at the time of registration, shall designate in writing a local property manager to inspect, maintain, and secure the real property subject to the mortgage in default.

Abandoned and Foreclosed Property Registration: Requirements
Sec. 1A. Registration Fees for Abandoned Property and Mortgaged Foreclosed Properties.
A. Registration Fee - $500.00 per property annually (including if a property is sold or otherwise transferred to new owner and remains abandoned or as mortgage foreclosed property because a summons and complaint in action was filed by the creditor).
B. There shall be an additional $2,000 per property annually if the property is vacant or abandoned pursuant to the definition of the Township of Plumsted ordinance 1A-34 when the summons and complaint in an action to foreclosed is filed, or becomes vacant and abandoned at any time thereafter while the property is in foreclosure.

The township of West Milford, N.J. has amended its property registration requirement to reflect two separate processes and fee structures for foreclosure registration and vacant registration.
Registration of Foreclosure Mortgage Properties: The township will require registration within 10 days of foreclosure filing. An annual fee of $500.00 for occupied properties and $2000.00 for vacant properties will accompany the registration.
Registration of Vacant and Abandoned Properties: The township will require registration upon notice or immediately upon assuming ownership or responsibility for a property that is vacant and abandoned. Annual registration is required and will accompany the following escalating fee schedule:
Initial Registration: $250.00
1st Renewal: $500.00
2nd Renewal: $750.00
3rd Renewal: $1,000.00
4th and Subsequent Renewals: $1,000.00 plus an additional $250.00 for each subsequent year

Sec. 286-5 INSPECTION AND REGISTRATION OF REAL PROPERTY UNDER FORECLOSURE
(c) Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall register the Real Property with the Township Registry, and, at the time of registration, indicate whether the property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain and secure the Real Property subject to the mortgage in Foreclosure when legally possible. A separate registration is required for each Registrable Property.
(e) At the time of initial registration each registrant shall pay a non-refundable Annual Registration fee of five hundred dollars ($500.00) for each occupied Registrable Property and two thousand dollars ($2,000.00) for each vacant property.

ORDINANCE OF THE TOWNSHIP OF WEST MILFORD, COUNTY OF PASSAIC, STATE OF NEW JERSEY AMENDING SECTION 285-12 VACANT AND ABANDONED PROPERTIES TO ADD THE CERTIFICATE OF REGISTRATION FEES IN THE REVISED GENERAL ORDINANCES
SECTION 1. Section 285-12 "Vacant and Abandoned Properties is hereby amended to read as follows:
D. Registration of Vacant, Abandoned Properties
1) Registration. The responsible party for a vacant, abandoned, residential property shall immediately file a certificate of registration with the Township Clerk after receipt of notice that the property has been determined to be vacant and abandoned or immediately after the responsible party assumes ownership of or responsibility for a property already determined to be vacant and abandoned. A certificate of registration shall remain valid for one year from the date of issuance and renewal shall be required annually that reverts back to the initial registration date if the property remains vacant and abandoned.
4.. Certificate of Registration Fees. The following fees for a certificate of registration shall be paid by the responsible party.
The town of Belvidere, N.J. has amended its property registration ordinance to require properties to be registered within 10 days of vacancy or foreclosure filing. A fee of $500.00 for occupied property and $2,500.00 for vacant properties will accompany registration.

477-4. Registration, Notice, and other Creditor Requirements
(b) Within 10 days of filing a summons and complaint with the New Jersey Superior Court in an action to foreclose on a commercial and/or residential mortgage for a property located within the Town of Belvidere, the creditor shall notify the Municipal Clerk or his/her designee of the action.
(c) Creditors of any commercial and/or residential mortgage required to notify the Town pursuant to this section shall:
(6) Update the property registration within 10 days of the creditor becoming aware that the property is deemed vacant and abandoned as defined herein.
477-5. Fees, Violations and Penalties
(b) Creditors required to notify the Town and register a property as one in foreclosure shall be required to pay the following annual registration fee, per property, due at the time of registration of $500.00.
(c) If a property registered with the Town's registration program as a property in foreclosure is vacant and abandoned at the time of registration, or becomes vacant and abandoned at any time during the pendency of the foreclosure proceeding, the creditor shall pay an additional annual registration fee, per property, due at the time the determination that the property is vacant and abandoned is made, of $2,000.00.
The town of Rumford, Maine has amended its property registration requirement to reflect an annual fee of $300.00. Properties must be registered within 90 days of vacancy.

Chapter 256 Vacant Buildings
Sec. 256-4 Registration required.
B. When a building or structure becomes vacant as defined in this chapter, the owner of the building must apply for and obtain a vacant building registration permit and pay the permit fee within 90 days of the building becoming vacant.
D. Standard vacant building registration permit.
(2) A standard vacant building registration permit is valid for one year from the date of approval.
