Camden, NJ

The city of Camden, N.J. has amended its property registration requirement to annual registration. The program will be enforced by a third-party service provider and will include a $500 annual registration fee.

ORDINANCE AMENDING MC-5122 AND MC-5156 AND CHAPTER 615 OF THE CITY OF CAMDEN CODE TO INCLUDE ARTICLE II; VACANT AND ABANDONED PROPERTIES: NOTICE, REGISTRATION AND FEES FOR THE CITY OF CAMDEN.

615-9.    Registration, Notice and other Creditor Requirements.

(b) Within 10 days of filing a summons and complaint with the New Jersey Superior Court in an action to foreclose on a commercial and/or residential mortgage for a a property located within the City of Camden, the creditor shall notify the Municipal Clerk of the City of Camden, or his/her designee, of the action.

(c)  Creditors of any commercial and/or residential mortgage required to notify the City of Camden pursuant to this section shall:

1) Register the property with the City of Camden's property registration program as a property in foreclosure, within 30 days of notifying the City of Camden; 

2) Be subject to the registration fee, notice requirements, and penalties for noncompliance established within this Chapter 615;

(b) Creditors required to notify the City of Camden and register a property as one in foreclosure shall be required to pay the following annual registration fee, per property, due at the time of registration: $500.00.

(c) If the property registered with the City of Camden's registration  program as a property in foreclosure is vacant and abandoned at the time of registration, or becomes vacant and abandoned at any time during the pendency of the foreclosure proceeding, the Creditor shall pay an additional annual registration fee, per property, due at the time the determination that the property is vacant and abandoned is made, of: $2000.00.

Crestline, OH

The village of Crestline, Ohio has amended its property registration requirement. The program will now be enforced by a third-party service provider and will still require annual registration and the following fee schedule:


Initial fee: $200.00
1st Renewal: $400.00
2nd Renewal: $800.00
3rd Renewal: $1600.00
4th and subsequent renewals: $3200.00

1322.03 VACANT PROPERTY/BUILDING REGISTRATION.

(a) The owner shall register with Crestline Building Department no later than ninety (90) days after any building located in an area zoned for, or abutting an area zoned for, residential or commercial use in the Village becomes a vacant building or not later than 30 days of being notified by the Code Enforcement Officer or other Village official, of the requirement to register based on evidence of vacancy, whichever first occurs.

(j) The registration and all associated processes must be completed in its entirety annually for as long as the property remains vacant.

1322.06  VACANT BUILDING FEES.

(a) The owner of a vacant residential building shall pay an annual fee of two hundred ($200) dollars for the first year the building remains vacant.  For every consecutive year that the building remains vacant, the annual fee will be assessed at double the previous year's fee amount for a maximum annual fee equaling the five (5) year fee or three thousand two hundred ($3,200) dollars to be used for the fifth and for all consecutive, subsequent, years of vacancy.

Bangor, ME

The city of Bangor, Maine has amended its property registration requirement to reflect a fee increase. Semi-annual registration and fee of $283 (previously $250) will be required.

Sec. 223-8  Registration required.

B. When a building or structure becomes vacant, the owner of the bulding must apply for and obtain a vacant building registration permit and pay the fee within 60 days of the building becoming vacant.

C.  Standard vacant building registration permit.

     (2)  A standard vacant building registration permit is valid for six months from the date of approval.

Hainesport Township, NJ

The township of Hainesport, NJ has amended its property registration requirement to reflect a fee decrease. Annual registration and fee of $250 will be required.

Vacant & Abandoned Property Registration

The owner of any vacant property defined by Ordinance 2017-8 shall, within 30 calendar days after the building becomes vacant property or within 30 calendar days after assuming ownership of the vacant property, whichever is later; or within 10 calendar days of receipt of notice by the municipality, file a registration statement for such vacant property with the Code Enforcement Officer on forms provided by the Code Enforcement Office for such purposes.

Hainesport Township

Registration shall remain valid for one year from the date of registration, except for the initial registration, which shall be prorated through December 31st.  The owner shall be required to renew the registration annually as long as the building remains vacant and/or abandoned property and shall pay a registration or renewal fee in the amount prescribed in Hainesport Township Ordinance 2021-15 for each vacant property registered.

The annual renewal shall be completed by January 1st of each year.  The initial registration fee shall be prorated for registration statements received less than 10 months prior to that date.

The registration fee for each vacant property shall be $250.00.

The city of Hemet, Calif. has amended its property registration requirement to reflect a fee increase. Annual registration is required along with the following fee structure:

Initial fee: $386.00
2nd and subsequent renewals: $148.00

Sec. 14-503. - Registration requirements.

(a)  A beneficiary, or beneficiary's agent shall register a property with the city's community development staff, on forms provided by the city, within ten days from the earlier of the following dates: (i) the date of notice of default is recorded on a property; or (ii) the date of a default inspection which indicates that the property is vacant or abandoned.

(2)  An annual registration fee, adopted in conformance with section 14-510 shall accompany the submission of each registration form.  The fee and registration shall be valid from the date of registration until the following September 1.  Registration fees will not be prorated.

The borough of Emmaus, Pa. has enacted a property registration requirement within 10 days of a default inspection.  The program will require annual registration and an annual fee of $100.00.

PM-1005.  Registration of Abandoned Real Property and Blighted Property.

a)  Upon default by the mortgagor of any mortgage encumbering real property located within the Borough, the mortgagee who holds a mortgage on the real property shall perform an inspection of the property to determine vacancy or occupancy.  The mortgage shall, within 10 days of the inspection, register the property with borough, or its designee, on forms provided by the Borough, and indicate whether the property is vacant or occupied.

g)  A nonrefundable annual registration fee, as enumerated in the Borough Fee Schedule, shall accompany the registration form.
