The City of Albuquerque, N.M., has amended its property registration ordinance to reflect an increased fee of $204 (previously $200). The change became effective on August 1, 2021.

§ 14-3-5-14 VACANT BUILDING MAINTENANCE.
(A) The owner of a vacant building shall apply to the Albuquerque Code Enforcement for and obtain a vacant building maintenance license 15 days prior to vacating the premises. The vacant building maintenance license shall be renewed annually. The owner shall pay an annual fee to renew the vacant building maintenance license. Albuquerque Code Enforcement shall establish the amount of the fee by regulation.
(B) Application for a vacant building maintenance license shall be made on a form provided by Albuquerque Code Enforcement and verified by the owner. The application shall disclose all measures to be taken to ensure that the vacant building will be kept weather tight and secure from trespassers, safe for entry by police officers and firefighters in times of emergency, and, together with its premises, free from nuisance and in good order.
The registration form shall include and be updated with the following information:
(1) Name, address, telephone number and email of the property owner and/or responsible
party;
(2) Name, address, telephone number and email of a local agent for the owner, if the owner is not a resident of Bernalillo County;
(3) Name, local address and telephone number and email of a property manager, if any;
(4) Street address, parcel number and legal description of the property;
(5) Any known fines and/or liabilities being assessed against the property.
(6) A 24-hours emergency telephone number where the owner, agent, property manager or responsible party can be reached.

Glens Falls, NY

The City of Glens Falls, N.Y., has amended its vacant property registration program to reflect the following escalating fee structure:

  • Initial: $250
  • 1st Renewal: $400
  • 2nd Renewal: $550
  • 3rd Renewal: $750
  • 4th Renewal: $1,000

S§ 206-3 Vacant building registration.
A. The owner of every vacant building shall register that building with the Code Enforcement Administrator not later than 30 days after the building becomes vacant, or in any case not later than 30 days after receiving notification from the Office of Code Administration that the building must be registered. The Office of Code Administration shall have authority to identify vacant buildings through routine inspections as well as by any other reliable source of information that a building may be eligible for inclusion on the registry.

Swatara Township, PA

Swatara Township, Pa., has amended property registration program to include a semi-annual fee of $200 (previously collected on an annual basis). It is important to note that the program is enforced by a third-party service provider (ProChamps).

Chapter 220 Registration Maintenance and Security of Abandoned Real Property
§ 220-1 Purpose and Intent.
A. It is the purpose and intent of the Township of Swatara to establish a process to address the amount of deteriorating real property located within the Township, which includes property, whether vacant or occupied, about which a public notice of default has been filed, is in foreclosure, or where ownership has been transferred to a lender or mortgagee by any legal method. It is the Township's further intent to specifically establish an abandoned residential property program as a mechanism to protect residential
neighborhoods from becoming blighted through the lack of adequate maintenance and security of abandoned properties.
B. For the protection and promotion of the public health, safety and welfare of the citizens of the Township of Swatara, the Board of Commissioners hereby establishes the rights and obligations of owners, mortgagees and property management companies of vacant and abandoned properties within the Township and encourages owners, mortgagees and property management companies to maintain and secure such property through registration and compliance with the Township Code and this chapter.
