Independence, MO

The city of Independence, Mo. has enacted a property registration requirement within 14 days of vacancy.  The program will require semi-annual registration accompanied by the following escalating fee schedule:

Initial Registration and 1st 3 Semi-Annual Renewals: $350.00
4th & 5th Semi-Annual Renewal: $500.00
6th & Subsequent Renewals: $100.00 per month

ARTICLE 16. VACANT STRUCTURE REGISTRATION AND MAINTENANCE

Sec. 4.16.003. Property registration.

A.     The owner(s) of all real property, or the authorized representative of owner, shall register said real property with the Building Official of designee within 14 calendar days after the real property meets the definition contained in this chapter for or becomes classified by the City, based upon evidence of vacancy, as vacant or abandoned.  The City identify vacant buildings through its routine inspection process as well as through notification by residents, neighborhood associations and other community groups that a building may be eligible for inclusion on the registry.

Sec. 4.16.005. Registration fees; renewal.

A,     Single Family and Two-Family Residential Properties:

1.     The owner of a vacant or abandoned real property shall pay a fee of $350.00 per real property for the initial six month registration of the property no later than 14 calendar days after the real property meets the definition contained herein for or becomes classified by the City, based upon evidence of vacancy, as vacant or abandoned.

2.     The fee for renewing the vacant property registration shall be $350.00 and shall cover a period of six months following renewal.

3.     If a property remains abandoned or vacant beyond 24 months, the following shall apply based on continuing and/or increased enforcement-related activities and administrative cost:

a.     A renewal registration fee of $500.00 per six month period that such properties remain in foreclosure, abandoned or vacant.

b.     A fee of $100.00 per month for properties that are vacant for at least 36 months and thereafter.

c.     This renewal registration fee and monthly fee schedule are intended to run with the land not with the owner, such that the 24 months do not begin again if a new owner or other party becomes involved with the property.

Toledo, OH

The city of Toledo, Ohio has amended its property registration requirement to reflect an annual fee of $100.00.  The program will continue to require annual registration within 30 days of vacancy.

Chapter 1767 "Vacant Residential Building Registration".

1767.02. Registration; Local Agent.

The requirements of this section shall be applicable to any registrant who owns a vacant residential building or files a complaint for foreclosure on a vacant residential building or a vacant residential building that has an outstanding housing, building, health or zoning order or orders, no matter how long the residential building shall have been vacant.  The registrant shall within thirty (30) days after the structure first becomes vacant, within thirty (30) days of receiving notice that a structure is vacant, or within thirty (30) days after the effective date of this Chapter, whichever is later, file a vacant residential building registration statement for each such building with the Department of Inspection on forms prescribed or approved by the Director of the Department of Inspection for such purposes...

The vacant residential building registration statement shall remain valid for one year from the date of registration.  A vacant residential building registration fee, as required by Section 1767.03 of this chapter, shall be paid to the Department of Inspection and shall be paid by January 1 of each year.

City of Toledo

Building and Code Compliance

The City of Toledo Vacant Property Registration Ordinance has been amended, and the registration fee was reduced from $200 to $100.

Garden City, NY

The village of Garden City, N.Y. has enacted a property registration requirement within 15 days of vacancy.  The program will require annual registration accompanied by the following escalating fee schedule:

Initial Registration: $250.00
1st Renewal: $500.00
2nd Renewal: $750.00
3rd Renewal: $1,000.00
4th and Subsequent Renewals: $2,000.00

ARTICLE II

Vacant Building Registry

Sec. 71-3.  Vacant building registration.

A.  The owner shall register with the Village Clerk no later than 15 days after any building in the Village becomes a vacant building or not later than 15 days after being notified by the Building Inspector of the requirement to register.  The Building Inspector may identify vacant buildings through its routine inspection process as well as through notification by residents, neighborhood associations and other bona fide complaint that a building may be eligible for inclusion on the registry.

H.  Vacant building fees.

(1)  The owner of a vacant building shall pay to the Village Clerk an annual fee in such amount as determined, from time to time, by resolution of the Board of Trustees.

Registration & Fees

The annual fee for the first year shall be $250 and shall be paid no later than thirty (30) days after the property becomes vacant and/or is in default.  If the fee is not paid within thirty (30) days of being due, the owner shall be subject to prosecution as prescribed in Sec. 71 Article V Item 26 of the Village of Garden City Code.  If a plan is extended beyond 365 days, subsequent annual fees shall be paid as follows:

For the second year that the property remains vacant or in default: $500

For the third year that the property remains vacant or in default: $750

For the fourth year that the property remains vacant or in default: $1000

For the fifth and each succeeding year that the property remains vacant or in default: $2000

The city of Nampa, Idaho has enacted a property registration requirement within 30 days of vacancy.  The program will require annual registration accompanied by the following applicable fee:

Single-family Residences: $504.00
Commercial/Multi-Family up to 10,000 sq ft: $720.00
Commercial/Multi-Family over 10,000 sq ft: $1008.00

4-12-03.  Vacant building registration permit and other required permits.

A.  A vacant building registration permit with an annual fee is required for all vacant buildings within the city.  Annual fees shall be assessed per the building safety fee schedule as approved and adopted by city council.

C.  The owner(s) shall register with the city not later than 30 days after any building in the city becomes a vacant building, as defined in this subchapter.

4-12-04. Vacant building fees.

A.  The owner(s) of a vacant building shall pay an annual fee per the following fee schedule:

1. Residential:

Single-family residences $504.00

2. Commercial, multi-family and downtown historic commercial:

Building or tenant spaces up to 10,000 square feet $720.00

Jacksonville, AR

The city of Jacksonville, Ark. has enacted a property registration requirement within 30 days of vacancy.  The program will require annual registration accompanied by a fee of $100.00 for residential properties and $250.00 for commercial properties.  All renewals and accompanying fees are due by October 15 of each year.

Chapter 8.06 VACANT BUILDINGS

8.06.060 Registration and Registration Fee of Vacant Building

A.  Registration of building.  There are two (2) ways to register a building as vacant.

1.  The owner shall register with the Jacksonville Code Enforcement Department not later than thirty (30) days after the building becomes vacant, as defined.

B.  Registration fee.  An annual registration fee of one hundred dollars ($100.00) for each residential vacant building and two hundred fifty ($250.00) for each commercial vacant building shall be assessed, which is due and shall be paid at the time of registration.  If Code Enforcement registers the building as vacant, the fee shall be due no later than thirty (30) days after the building is registered as vacant or the owner(s) receives notice, whichever is later.  All vacant building registration fees are due on or before October 15th as long as the building remains vacant; not to exceed one (1) vacancy registration payment per calendar year.

Lacey Township, NJ

The township of Lacey, N.J. has amended its property registration ordinance to reflect a registration fee of $500.00 for initial registration and $1,500.00 for all renewals.  The program will continue to require annual registration within 30 days of vacancy.

Article III Registration of Abandoned and Vacant Properties

Sec. 273-9 Registration requirements.

Effective May 1, 2018, the owner of any vacant property as defined herein shall, within 30 calendar days after the building becomes vacant property or within 30 calendar days after assuming ownership of the vacant property, whichever is later, or within 10 calendar days of receipt of notice by the municipality, file a registration statement for such vacant property with the Code Enforcement Officer on forms provided by the Township for such purposes.  Failure to receive notice by the municipality shall not constitute grounds for failing to register the property.

C.  The registration shall remain valid until December 31 of the year in which the application is made.  The owner shall be required to renew the registration annually in the month of January (deadline for registration renewal shall be January 31) as long as the building remains a vacant and/or abandoned property, and shall pay a registration fee in the amount prescribed in Subsection E of this section for each vacant property registered.

Sec. 273-12 Fees.

The initial annual registration fee shall be $500 per property, payable at the time of registration.  The fee for each annual renewal thereafter shall be $1,500.  No less than 20% of funds collected pursuant to this section shall be utilized by the Township for municipal code enforcement purposes.
