Chapter 3. Police Regulations
Sec. 3-4.37. Registration requirements.
a. Any creditor who holds a mortgage or equity lien on real property located within the Township shall perform an inspection of the property to determine vacancy or occupancy, upon the commencement of foreclosure as evidenced by a foreclosure filing. The creditor shall within 10 days of the inspection, register the property with the Township Code Enforcement Official, or its designee, on forms or website access provided by the Township, and indicate whether the property is vacant or occupied. A separate registration is required for each property, whether it is found to be vacant or occupied.
d. A nonrefundable annual registration fee in the amount of $500 per property shall accompany the registration form or website registration. On each anniversary date of the initial registration, the creditor shall submit a renewal registration fee as follows:
1. $500 per property annually for any property that is required to be registered because a summons and a complaint in an action to foreclose was filed by the creditor; and
2. An additional $2,000 per property annually if the property is vacant and abandoned pursuant to the definition in the ordinance when the summons and complaint in an action to foreclose is filed, or becomes vacant and abandoned pursuant to the definition in the ordinance at any time thereafter while the property is in foreclosure.

ARTICLE XII. - REGISTRATION AND REGULATION OF VACANT BUILDINGS
Sec. 18-275. - Definitions.
Vacant building; categorical classification standards means a building or portion of a building which is:
(1) Category I. No current code violations on the structure or the premises.
a. The building is secure, not boarded.
b. The building is structurally sound with no code violations.
c. The property is maintained to minimal code by owner or responsible party.
(2) Category II. Minimal code violations.
a. The building is boarded and secure.
b. The building is structurally sound with minor code violations.
c. The property is maintained to minimal code by owner or responsible party.
(3) Category III. Severe code violations.
a. The building is boarded or needs to be boarded.
b. Structural deficiencies are evident.
c. History of criminal activity at the address.
d. Structure is unfit for occupancy.
e. The property is not maintained.
Sec. 18-276. - Vacant building registration.
(a) Application. The owner or responsible party must register a vacant building with the city no later than 45 days after the building becomes vacant. The registration must be submitted on a form provided by the city...
(d) Fees. The owner must pay an annual registration fee. The annual registration fee will be based on the use and the number of years that the building has been vacant (after the effective date of the ordinance form which this article derives). All fees are due at the time of registration or renewal.

The city of Rocky Ford, Colo. has enacted a property registration ordinance within 90 days of vacancy. The program will require annual registration accompanied by the following escalating fee schedule:
Initial Registration: $250.00
1st Renewal: $500.00
2nd Renewal: $750.00
3rd & Subsequent Renewals: $1,000.00

ARTICLE 13 Registration of Vacant Buildings and Properties
Sec. 18-13-20. Vacant property building registration.
(a) The owner shall register with City Hall no later than 90 days after any building located in an area zoned for, or abutting an area zoned for, residential or commercial use in the City becomes a vacant building or no later than 30 days of being notified by the City to register based on evidence vacancy, whichever event occurs first.
Sec. 18-13-50. Vacant Building Fees.
The fees shall be reasonably related to the administrative costs for registering and processing the vacant building owner registration form and for the costs incurred by the City monitoring the vacant building site. The annually increased fee amounts shall be reasonably related to the costs incurred by the City for demolition and hazard abatement of or repairs to vacant buildings, as well as the continued normal administrative costs as stated above.
(1) The owner of a vacant building shall pay an annual fee of $250.00 for the first year the building remains vacant. The owner of a vacant building shall pay an annual fee of $500.00 for the second year the building remains vacant. The owner of a vacant building shall pay an annual fee of $750.00 for the third year the building remains vacant. The owner of a building shall pay an annual fee of $1,000.00 for the fourth and each subsequent year the building remains vacant.
The village of Broadview, Ill. has amended its property registration ordinance to reflect a registration requirement within 10 days of foreclosure filing. The program will require semi-annual registration accompanied by a fee of $350.00.

ARTICLE II.
AMENDMENT TO TITLE 9 OF THE VILLAGE CODE
Section 10. Amendment of Title 9 of the Village Code to create Chapter 11.
Section 9-11-5. INSPECTION AND REGISTRATION OF REAL PROPERTY UNDER FORECLOSURE
(c) Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall register the Registrable Property with the Village Registry, and, at the time of registration, indicate whether the Registrable Property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain, and secure the Registrable Property subject to the mortgage under a Foreclosure Action. A separate registration is required for each Real Property subject to a Foreclosure Action, regardless of whether it is occupied or vacant.
(e) At the time of initial registration each registrant shall pay a non-refundable Semi-Annual Registration fee of $350.00 for each Registrable Property. Subsequent non-refundable Semi-Annual registrations of property and fees in the amount of $350.00 are due within ten (10) days of the expiration of the previous registration. Said fees shall be used to offset the costs of: (1) registration and registration enforcement, (2) code enforcement and mitigation related to Defaulted Real Properties, (3) post-closing counseling and Foreclosure intervention limited to Owner-occupied persons in Default which may not include cash and mortgage modification assistance, and (4) for any related purposes as may be adopted in the policy set forth in this Chapter. Said fees shall be deposited to a special account in the Village's Department dedicated to the cost of implementation and enforcement of this Ordinance and fulfilling the purpose and intent of this Chapter. None of the funds provided for in this Section shall be utilized for the legal defense of Foreclosure Actions.
Charlotte County, Fla. has amended its property registration ordinance to reflect a registration requirement immediately upon vacancy after a foreclosure filing. The program will require annual registration accompanied by the following escalating fee schedule:
Initial Registration: $150.00
1st Renewal: $250.00
2nd Renewal: $500.00
3rd Renewal: $1000.00
4th Renewal: $2000.00
5th & Subsequent Renewals: $4000.00

Vacant Property Program
All properties meeting the criteria of abandoned and vacant located within Charlotte County must be registered annually in the Abandoned and Vacant Properties Registration Program.
Who Must Register
Any owner who has abandoned or intends to abandon real property shall immediately register the property with the County. Registration fees will be waived for single family homeowners who resided in the home until the property was vacated for the first year of registration.
Upon the filing of a Notice of Lis Pendens or an action to foreclose upon a mortgage or other similar instrument of debt, the holder of said mortgage or other debt instrument shall immediately register the property with the County and provide documentation showing property is under current notice of default.

There is an Annual Registration fee required with this program. See schedule below. This fee is not pro-rated and the fee renewal is due 12 months after initial registration.
