The county of Palm Beach, Fla. has amended its property registration ordinance to require that properties be registered within 10 days of default (previously a foreclosure or vacant jurisdiction). The program will also require annual registration accompanied by a $100.00 annual fee.

ARTICLE XII. - MORTGAGE FORECLOSURE REGISTRATION
Sec. 17-384. - Inspection and registration of real property by mortgagee holding mortgages in default.
(a) Within ten (10) days of the date any mortgagee declares its mortgage to be in default, the mortgagee shall register the real property with the county planning, zoning and building department, or its designee, or the county's authorized representative.
Sec. 17-386. - Annual registration fee.
An annual registration fee in an amount approved by the board of county commissioners, per property, shall accompany the registration. The fees established shall cover the costs of the registration program.

ARTICLE I
Registration and Maintenance
Sec. 430-2. Registration required; period of validity; general regulations.
A. The owner of any vacant property as defined herein shall, within 30 days after the structure becomes vacant property or within 30 days after assuming ownership of the vacant property, or within 10 calendar days after receipt of notice from the Township, whichever is earlier, file a registration statement for each such vacant property with the Code Enforcement office on forms provided by the Township for such purposes. The registration shall remain valid for 12 months from the date of the registration.
Sec. 430-4. Registration fees.
The registrant shall pay $2,000 per property annually if the property is vacant or abandoned pursuant to the definition in this chapter. This vacant property registration fee is separate and distinct from any fee owed because the property is in foreclosure.
Sec. 430-13. Additional requirements for property subject to foreclosure.
A. Any creditor filing a summons and complaint in an action to foreclose shall, in addition to the notice provided to the municipality pursuant to Section 17 of P.L. 2008, c. 127 (N.J.S.A. 46:10B-51) or Section 2 of P.L. 2021, c. 444 (N.J.S.A. 40:48-2.12s2), register the residential or commercial property with the municipality's property registration program as a property in foreclosure.
C. The registrant shall pay $500 per property annually for any property that is required to be registered in accordance with Sec. 430-13, et seq.

Gloucester City, NJ
The city of Gloucester, N.J. has amended its property registration ordinance to reflect registration requirements within 10 days of default or within 10 days of vacancy. The program will require annual registration with a fee of $500.00 for occupied properties and $2,500.00 for vacant or abandoned properties.

ARTICLE II. CREDITOR OBLIGATIONS
Sec. 86-6. Registration of Real Property by Creditors
A. Registration. Residential property or commercial property located in the City for which a summons and complaint has been filed in foreclosure by a creditor, whether or not vacant, shall be registered with the City Building and Housing Department by the creditor.
C. Initial Registration. Property required to be registered pursuant to Sec. 86B-6(A) and (B) shall be required to be registered within ten (10) days of the service of the summons and complaint in an action to foreclosure, or if a summons and complaint has already been served as of the effective date of this Ordinance and the property has not previously registered as Registered Property, registration shall occur within then (10) days of the effective date of this Ordinance.
D. Annual Registration. The initial registration term shall commence immediately upon the receipt of the initial registration and registration fee and shall be valid through December 31 of that calendar year, at which time it shall expire, and an annual registration shall be required thereafter.
F. Registration Fee. All registration fees must accompany the registration form and be paid directly by the creditor. Third-party payment of registration fees are not allowed without the consent of the City Building and Housing Department. The registration fees paid hereunder shall be for the purposes of covering the cost of registering the properties through the City registration program, as well as costs incurred for periodic inspections and administrative costs associated with ensuring compliance with the property maintenance and security requirements mandated under this Chapter 86B. All properties required to be registered pursuant to this Sec. 86B-6 shall pay the following registration fees:
1. If the Registered Property is occupied, a $500.00 nonrefundable registration fee per Registered Property is payable at the time of the initial registration and at each annual registration thereafter.
2. If the Registered Property is vacant and abandoned at the time of the initial registration or at the time of the annual registration, the registration fee for the initial registration or annual registration, as applicable shall be a $2,500.00 nonrefundable registration fee per Registered Property, payable at the time of the initial registration and/or at each annual registration thereafter, as applicable.
ARTICLE III. PROPERTY OWNER OBLIGATIONS
Sec. 86-9. Registration of Real Property by Owners.
A. Registration. The following real property located in the City shall be registered with the City Building and Housing Department by the property owner:
2. Real property which is non-owner-occupied residential property, and which is: (i) vacant and not registered pursuant to Sec. 86B-6; or (ii) occupied, but not registered as a rental property pursuant to Sec. 55-14.
C. Initial Registration.
2. Property required to be registered pursuant to Sec. 86B-9(A)(2) shall be required to be registered as follows:
i. Within ten (10) days of the effective date of this Ordinance, if the residential property is occupied by a non-owner as of the effective date of this Ordinance;
ii. Within (10) days of the date that the residential property becomes vacant;
or
iii. Within (10) days of the date that the residential property ceases to be owner-occupied, unless the residential property is registered as a rental property pursuant to Sec. 55-14.

The borough of Ringwood, N.J. has amended its property registration ordinance to reflect registration requirements within 10 days of default or within 10 days of vacancy. The program will require annual registration with a fee of $500.00 for occupied properties and $2,500.00 for vacant or abandoned properties.

Sec. 14-1.6. Fees. [Added 12-13-2022 by Ord. No. 2022-16]
a. $500 per property annually for any property that is required to be registered because a summons and complaint in an action to foreclose was filed by the creditor.
b. An additional $2,000 per property annually if the property is vacant and abandoned when the summons and complaint in an action to foreclose is filed, or becomes vacant and abandoned pursuant to the definition in this chapter at any time thereafter while the property is in foreclosure.
