AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GARDENA, CALIFORNIA, ADDING CHAPTER 9.72 (VACANT REGISTRY PROGRAM) TO TITLE 9 (PUBLIC PEACE, MORALS AND WELFARE) TO THE GARDENA MUNICIPAL CODE RELATING TO PROPERTIES THAT ARE VACANT, ABANDONED OR IN FORECLOSURE PROCEEDINGS

VACANT PROPERTY REGISTRY PROGRAM
9.72.030 Registration.
B. Not later than ten (10) business days after recording a notice of default on any residential property located in the City of Gardena which is subject to a deed of trust, the beneficiary, or its trustee, shall register the property with the Code Enforcement Division of the City of Gardena on forms provided by the City.
F. An annual registration fee as set by the City Council by resolution, referenced in Section 9.72.070 of this Chapter, shall accompany the submission of each registration form. The fee and registration shall be valid for one (1) year from the date of registration. Registration fees will not be prorated.
9.72.070 Fees.
An annual non-refundable foreclosed vacant and/or abandoned property registration fee shall be paid to the city at the time of the registration. The fee and registration shall be valid for one (1) year from the date of registration. Registration fees will not be prorated. If the foreclosed, vacant and/or abandoned property is sold or transferred within a calendar year to a new bank/owner it will need to register the foreclosed, vacant and/or abandoned property; the annual fee is not transferable. The fee for registering, renewing, and re-registering a foreclosed, vacant, and/or abandoned property shall be set, from time to time, by resolution of the city council. The amount of the fee shall not exceed the cost of administering the provisions of this chapter.
Vacant Property Registry Program
The City adopted Ordinance No. 1882 establishing new property maintenance and security requirements for vacant, abandoned, and foreclosed residential properties in the City of Gardena. All abandoned, vacant or foreclosed properties in the City of Gardena must be registered in the City's Property Registration Program.
The City has implemented the Vacant Property Registration Program as the City has an obligation to preserve the health, safety, and welfare of residents and the community, and to the extent possible, protect neighborhoods from declining property values, aesthetic decay, and/or loss of character. This program establishes requirements to ensure vacant properties are properly secured and maintained, thereby preserving community welfare, protecting neighborhood character, and upholding the health, safety, and general welfare of residents.

634.08 REGISTRATION OF VACANT PROPERTY.
(a) An owner, agent or party in control of vacant property shall register the vacant property with the Director of Public Service on City forms.
(c) Expiration. Registration is valid for one year from the date of the statement. The owner shall renew the registration upon expiration for as long as the property remains vacant.
(d) Fee. The fee for registering a vacant residential property is $250.00 annually. The fee for registering a vacant commercial property is $500.00 annually.
634.09 FORECLOSURE REGISTRATION.
(a) Any person or entity filing a civil case in any court for the purpose of foreclosing on any commercial, residential, institutional or any other property in the City shall, within ten days after the filing date, register the action and property with the Director of Public Service and pay the fee, as set forth in this section. A foreclosure filed by a governmental entity shall be exempt from this registration requirement.
(c) The fee for registration of a foreclosure action and the foreclosed property shall be $250.00 for a residential property (one or two family) and $500.00 for a commercial property (all structures other than one or two family structures). The fee shall be paid at the time of notification.

The city of Clinton, Iowa has amended its property registration ordinance to reflect the following escalating fee structure:
Initial Registration: $1,000.00
First Renewal: $2,000.00
Second and Subsequent Renewals: $3,000.00
The program will continue to require annual registration within 30 days of vacancy.

Sec. 104.03 REGISTRATION.
(A) Registration required. The owner shall register an abandoned building with the Building and Neighborhood Services Division no later than 30 calendar days after any building in the city becomes abandoned or vacant as defined in this chapter. Failure to register an abandoned or vacant building or providing false information to the city shall be a violation of this chapter.
Sec. 104.04 FEE FOR REGISTRATION/ADMINISTRATIVE FEES.
The owner of an abandoned building shall pay a vacant and abandoned property registration fee and administrative fees as set forth in the following schedule:
Inspection fee - $100
Administrative warrant (if needed) - $250
Initial registration - $1,000
First renewal - $2,000
Second or subsequent renewal - $3,000
Sec. 104.05 TERMS OF REGISTRATION.
(A) Registration term. Every license issued under this chapter shall expire on the one-year anniversary of the date of issuance.
(B) Application for renewal. Upon application, a registration may be renewed and remain effective for successive periods of one calendar year unless sooner revoked at any time by the Building and Neighborhood Services Division for noncompliance with any applicable provisions of this code.
The city of Blue Island, Ill. has amended its property registration ordinance to require a semi-annual fee of $500.00. The program will continue to require registration within 10 days of foreclosure filing.

ORDINANCE NUMBER 2025-040
AN ORDINANCE OF THE CITY OF BLUE ISLAND, COOK COUNTY, ILLINOIS, CREATING SECTION 150.170 OF CHAPTER 150 OF THE CITY CODE ENTITLED, "REGISTRATION OF FORECLOSING MORTGAGE PROPERTY"
Sec. 150.174 INSPECTION AND REGISTRATION OF REAL PROPERTY UNDER FORECLOSURE
(c) Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall register the Registrable Property with the City Registry, and, at the time of registration, indicate whether the Registrable Property is Vacant and if so shall in writing designate a Property Manager to inspect, maintain, and secure the Registrable Property subject to the mortgage under a Foreclosure Action. A separate registration is required for each Real Property subject to a Foreclosure Action, regardless of whether it is occupied or vacant.
(e) At the time of initial registration each registrant shall pay a non-refundable Semi-Annual Registration fee of $500.00 for each Registrable Property. Subsequent non-refundable Semi-Annual renewal registrations of properties and fees in the amount of $500.00 are due within ten (10) days of the expiration of the previous registration.
The village of Alsip, Ill. has amended its property registration ordinance to reflect a registration requirement within 30 days of vacancy or within 10 days of foreclosure filing. The program will require semi-annual registration accompanied by a $325.00 fee.

AN ORDINANCE AMENDING CHAPTER 6, BUILDING AND BUILDING REGULATIONS, ARTICLE XVIII, VACANT BUILDINGS, OF THE MUNICIPAL CODE OF THE VILLAGE OF ALSIP
ARTICLE XVIII - VACANT BUILDINGS AND BUILDINGS IN FORECLOSURE
Sec. 6-602. Obligation to Register Vacant Buildings.
(a) An owner of any vacant building shall within 30 days after the building becomes vacant, file a registration statement for each such building with the building commissioner on a form provided by the building commissioner.
(c) A registration for a vacant building shall be valid for a period of 6 months from the date of registration.
(d) A semi-annual registration fee of $325.00 shall be required to register each vacant building.
Sec. 6-613. Inspection and registration of property under foreclosure.
(c) Within ten (10) days of the date any mortgagee files a foreclosure action, the mortgagee shall register the property with the village pursuant to an executed and completed form provided by the building commissioner and filed with the building commissioner. At the time of registration, the mortgagee shall indicate whether the property is vacant, and if so, shall designate in writing a property manager to inspect, maintain, and secure the property.
(e) At the time of initial registration, each registrant shall pay a non-refundable semi-annual registration fee of $325.00 for each property. Subsequent non-refundable semi-annual renewal registrations of properties and fees in the amount of $325.00 are due within ten (10) days of the expiration of the previous registration.
