AN ORDINANCE AMENDING SECTION 407 VACANT BUILDINGS IN THE CITY CODE
407.03. Vacant building registration.
(a) The owner shall register with the enforcement officer not later than thirty (30) days after any building in the city becomes a vacant building, as defined in section 407.02(7).
(k) Vacant building fees:
(1) The owner of a vacant building shall pay the annual registration fee set in the city fee schedule each year the building remains a vacant building. The registration fee is intended to recover the administrative costs for registering and processing the vacant building registration form and to the city to monitor the site.

Sec.58-34. Vacant building registration; fees.
A. The owner shall register with the Department of Housing and Buildings not later than 30 days after any building located in the City becomes a vacant building or not later than 30 days after being notified by the Department to register. The Enforcement Officer may identify vacant buildings through its routine inspection process as well as through notification by residents, neighborhood associations and other community groups that a building may be eligible for inclusion on the registry. The owner shall register the property annually with the Department of Housing and Buildings. The renewal date shall be January 31 of each year.
G. Vacant building fees.
(1) The owner of a vacant building shall pay an annual fee as set forth in Subsection G(3) for the period the building remains a vacant building. The fee shall be paid within 30 days after the building becomes vacant.

Penfield, NY
The town of Penfield, N.Y. has amended its property registration ordinance to remove the $10,000.00 bond requirement. The program will require registration within 10 days of vacancy or foreclosure as well as a $75.00 annual registration fee per property.

Chapter 260 Registration of Defaulted Mortgage and Vacant Property
Sec. 260-6 Inspection and registration of defaulted mortgage.
C. Within 10 days of the date when a notice of pendency is filed, the mortgagee on whose behalf the notice of pendency was filed shall register the real property with the Town Registry, and, at the time of registration, indicate whether the property is vacant. If vacant, the mortgagee shall designate in writing a property manager to inspect, maintain and secure the real property subject to notice of pendency. A separate registration is required for each registrable property.
E. At the time of initial registration each registrant shall pay a nonrefundable annual registration fee, as set forth in the Town's fee schedule, for each registrable property.
Sec. 206-7 Inspection and registration of real property not subject to a mortgage in default.
A. Any owner of vacant property located within the Town shall within 10 days after the property becomes vacant, or within 10 days after assuming ownership of the property, whichever is later, register the real property with the Town Registry.
C. At the time of initial registration, each registrant shall pay a nonrefundable annual registration fee, as set forth in the Town's fee schedule, for each vacant property. Subsequent annual registrations of vacant properties and payment of fees are due within 10 days of the expiration of the previous registration.

(c) Within ten (10) days of the date any Mortgagee files a Foreclosure Action, the Mortgagee shall register the Real Property with the Township Registry, and, at the time of registration, indicate whether the property is Vacant, and if so shall designate in writing a Property Manager to inspect, maintain, and secure the Real Property subject to the mortgage under a Foreclosure Action. A separate registration is required for each property under a Foreclosure Action, regardless of whether it is occupied or vacant.
(e) At the time of initial registration each registrant shall pay a non-refundable Semi-Annual Registration fee of $200.00 for each property. Subsequent non-refundable Semi-Annual renewal registrations of properties and fees in the amount of $200.00 are due within ten (10) days of the expiration of the previous registration.
Woodbury Heights, NJ
The borough of Woodbury Heights, N.J. has amended its property registration ordinance to reflect an annual fee of $500.00 for occupied properties in foreclosure and $2,000.00 for vacant properties in foreclosure. The program will continue to require annual registration within 10 days of foreclosure filing.

Chapter 44 Vacant and Abandoned Properties
Sec. 44-4 Registration, notice, and other creditor requirements.
B.
Within 10 days of filing a summons and complaint with the New Jersey Superior Court in an action to foreclose on a commercial and/or residential mortgage for a property located within the Borough of Woodbury Heights, the creditor shall notify the Borough Clerk, or his or her designee, of the action.
C.
Creditors of any commercial and/or residential mortgage required to notify the Borough pursuant to this section shall:

If a property registered with the Borough's registration program as a property in foreclosure is vacant and abandoned at the time of registration, or becomes vacant and abandoned at any time during the pendency of the foreclosure proceeding, the creditor shall pay an additional annual registration fee, per property, due at the time the determination that the property is vacant and abandoned is made, of $2,000.
Murrieta, CA
The city of Murrieta, Calif. has amended its property registration ordinance to reflect an annual fee of $97.00. The program will continue to require annual registration within 10 days of vacancy.

8.44.050 Registration
A. Any beneficiary/trustee who holds a deed of trust on a property located within the City of Murrieta shall perform an inspection of the property that is the security for the deed of trust upon default by the trustor and prior to recording a Notice of Default with the Riverside County Recorder's Office. if the property is found to be vacant or shows evidence of vacancy, it is, by this chapter, deemed abandoned and the beneficiary/trustee shall, within ten (10) days of the inspection, register the property with the Chief of Police or his or her designee on forms provided by the city.
D. An annual registration fee shall accompany the registration form. The fee and registration shall be valid for the calendar year, or remaining portion of the calendar year, in which the registration was initially required. Subsequent registrations and fees are due January 1st of each year and must be received no later than January 31 of the year due.

Chapter 87 Vacant Building Registration
Sec. 87-3 Annual registration of vacant buildings; registration fees.
A. Vacant building registration and fees.
(1) Any owner of any building which has been vacant for more than 120 consecutive days shall file with the Town a vacant building registration. Said registration shall be in a form prescribed by the Town which shall include the street address and parcel number of each such vacant building, the names and addresses of all owners, in accordance with Subsection A (1) (a) through (g) below, and any other information deemed necessary by the Town. In no instance shall the registration of a vacant building and the payment of registration fees be construed to exonerate the owner, agent or responsible party from responsibility for compliance with any other building code or housing code requirement. The registration fee(s), as required herein, shall be billed annually by the Town and shall be paid by January 1 of each year.
B. Fee.
(1) The owner(s) of the vacant property(ies) shall be responsible to register and pay the annual nonrefundable registration fee. Thereafter, said fee shall be billed by the Town annually.
