Article X. Neglected Vacant Houses.
27.1106 Monitoring program; when participation is required.
If a vacant house is neglected, the Chief of Police shall send a notice to the owner that the house is required to be registered in the neglected vacant house monitoring program. The owner shall then register the house in the monitoring program within ten days of the date of the notice, under section 27.1107.

Sec. 14-3.3 Vacant and Abandoned Property; Properties in Foreclosure.
Sec. 14-3.3.2 Registration of Vacant and Abandoned Property in Foreclosure Required.
c. Any mortgagee who holds a mortgage on real property located within the Township of Maurice River shall perform an inspection of the property to determine vacancy or occupancy, upon filing a summons and complaint. The mortgagee shall, within ten (10) days of the inspection, register the property with the Code Enforcement Officer, or designee, using forms established by that department and indicate whether the property is vacant or occupied. A separate registration will be required for each property, whether it is found to be vacant or occupied.
1. If the property is occupied, the mortgagee shall inspect the property monthly until:
(a) The mortgagor or other party remedies the default; or
(b) It is found to be vacant or shows evidence of vacancy, at which time it is deemed abandoned, and the mortgagee shall, within ten (10) days of that inspection, update the property registration.
e. A nonrefundable annual registration fee of five hundred dollars ($500) shall be collected per property and shall accompany the registration form. An additional two thousand ($2,000) per property shall be collected annually if the property is vacant or abandoned, as defined herein, when the summons and complaint in an action to foreclose is filed, or becomes vacant and abandoned pursuant to the definition in this section at any time thereafter while the property is in foreclosure.

The city of Poughkeepsie, N.Y. has amended its property registration requirement to reflect a one-time $5,000.00 bond requirement. The program will continue to require semi-annual registration with an initial registration requirement within 10 days of vacancy or foreclosure filing.

(c) Registration.
(1) Properties with vacant structures. Within 10 days of the date on which a structure becomes vacant, or within 10 days of being provided notices from the Building Inspector of the existence of a vacant structure that has not been registered, the owner shall register said property with the Building Department on a form provided by the Department.
(2) Foreclosed and foreclosing properties. Within 10 days of the effective date of this section, or within 10 days of the initiation of foreclosure proceedings, whichever is later, the owner of any foreclosed or foreclosing property shall register said property with the Building Department on a form provided by the Building Department.
(3) Registration pursuant to this subsection must be renewed at the end of each six months if the property is still in foreclosure and/or is vacant.
(5) The Common Council, by resolution, shall establish a fee schedule for the registering of vacant structures and foreclosed or foreclosing properties but shall not require that an owner pay more than one registration fee per parcel per six-month period.

Section 6-39(j) Cash bond.
Within 30 days of the date on which the registration form is required under Section 6-39(c), the owner of any vacant and/or foreclosing or foreclosed property shall provide a cash bond in the amount of $5,000 to the Building Inspector, as security in the event the Building Inspector is authorized pursuant to Section 6-39(m) below to secure the continued maintenance of the property until such time as the property is again legally occupied, sold, or transferred and to remunerate the City for any expenses incurred in inspecting, securing, marking, maintaining, or making such property safe. A portion of said bond, in an amount to be determined by the Building Inspector, not to exceed 10% of the total bond value, shall be retained by the City as an administrative fee to fund an account for expenses incurred in inspecting, securing, maintaining, and marketing other vacant and/or foreclosed or foreclosing properties that are not in compliance with this section. Any owner of a vacant and/or foreclosed or foreclosing property providing a bond pursuant to this subsection must also provide bonds for all other vacant and foreclosed or foreclosing properties it owns in the City.
The city of Fulton, N.Y. has enacted a property registration requirement within 30 days of vacancy. The program will require annual registration with an initial fee of $250.00. A renewal fee of $1000.00 will be required for all subsequent registrations.

BUILDING REGISTRY, VACANT
Sec. 261-4. Vacant building registration.
A. The owner of a vacant building shall register with the Fire Department no later than 30 days after any building becomes a "vacant building," as defined above, or not later than 30 days after being notified by a Code Enforcement Officer of the requirement to register. A Code Enforcement Officer or Fire Department personnel may identify vacant buildings through his/her routine inspection process as well as through notification by residents, neighborhood associations and other community groups that a building may be eligible for inclusion on the registry. Notice will be served upon, or sent by mail to, the owner, and any registered property manager, and to the property address. Notice will be deemed received by the owner, property manager, or occupant, as the case may be, upon personal delivery, three days after service in Oswego County by first class mail, five days for other locations after service by first class mail, or seven days after notification is placed upon the premises. The City may also post notices on the City's website to provide additional notice to the public. However, the City's failure to post such violations on the City's website will not constitute a defense to any enforcement proceeding or collection of fines.
I. Vacant building registration fees.
(1) The owner of a vacant building will pay a registration fee as determined annually by the fee schedule adopted by City Council or by separate resolution of the City Council at any time during the course of a fiscal year. The registration fee is due and payable upon registration; to wit: no later than 30 days after any building becomes a "vacant building," as defined above, or no later than 30 days after being notified by an enforcement officer of the requirement to register.
