Chapter 158. Property Maintenance - Vacant Building Registry
Sec. 158-3. Vacant building registration.
A. The owner of a vacant building will register with the Code Enforcement Office no later than 60 days after any building becomes a "vacant building," as defined above, or not later than 45 days after being notified by the Code Enforcement Officer of the requirement to register. The Code Enforcement Officer may identify vacant buildings through his/her routine inspection process as well as through notification by residents, neighborhood associations and other community groups that a building may be eligible for inclusion on the registry. Notice will be served upon, or sent by mail to, the owner and/or any registered property manager. Notice will be deemed received by the owner, property manager, or an occupant, as the case may be, upon personal delivery, or three-day delivery in Broome County or five-day delivery for other locations after service by first-class mail. The Code Enforcement Officer may post a notice or placard on the property at the discretion. However, the Town's failure to post such notice or violations by placard or notice will not constitute a defense to any enforcement proceeding or collection of fines.
H. Vacant building registration fees.
(1) The owner of a vacant building will pay a registration fee of $50. The $50 registration fee is due and payable upon registration; to wit: no later than 30 days after any building becomes a "vacant building," as defined above, or no later than 30 days after being notified by an Enforcement Officer of the requirement to register.
(2) If the building is to remain vacant for four months or more, or is in foreclosure and vacant, then the owner will also pay an annual nonrefundable vacant building fee of $500. The $500 annual vacant building fee is due and payable together with the $50 registration fee and on each anniversary thereafter until the building is demolished, rehabilitated or occupied following foreclosure.

Sec. 80-3. Registration.
A. If any property is found to be vacant or abandoned or shows evidence of vacancy, the owner shall register the property with the Oil City Code Enforcement office on a form or forms to be provided by the City and pay a registration fee established in Sec. 80-7 of this chapter.
D. The annual registration fee shall accompany the registration form.
Sec. 80-7. Fees; delinquent fees as lien.
A. The registration fee required under Sec. 80-3 of this chapter shall be $25 per vacant property as defined in Sec. 80-1. In addition to the yearly fee required by this chapter, any person who is found to be in violation of this chapter shall, upon conviction in any summary proceeding, post a one-time nonrefundable security deposit for each and every property owned and required to be registered by this chapter in an amount equal to 1/2 the assessed value of the registered property.

The city of North College Hill, Ohio has enacted a property registration requirement within 10 days of foreclosure or 10 days of vacancy. The program will require annual registration accompanied by a $500.00 fee.

1195.37 REGISTRATION OF VACANT PROPERTY.
(a) Within ten days the owner of any property within the City of North College Hill that falls within the definition of a vacant building as defined in this ordinance, shall submit a vacant property registration form for the property to the City of North College Hill Building Department.
(3) On an annual basis the property owner shall pay the initial registration fee listed in this ordinance.

(a) Within ten days of filing a foreclosure on property located within the City of North College Hill that is vacant at the time of filing, the owner shall submit a vacant foreclosed property registration for the property to the City of North College Hill Building Department.
(3) On an annual basis the property owner shall pay the initial registration fee listed in this ordinance.

The village of Minerva, Ohio has enacted a property registration requirement within 30 days of vacancy. The program will require annual registration accompanied by a fee of $100.00. A $10,000.00 bond will be required if the property is in foreclosure.

1345.04 OWNER REQUIRED TO ACT; ENFORCEMENT AUTHORITY
(a) (1) The Owner of any structure that has become vacant as defined above shall, within thirty (30) days after the structure first becomes vacant, or within thirty (30) days of receiving notice that a structure is vacant, or within thirty (30) days after the effective date of this Chapter, whichever is later, file a registration statement for each such structure with the Village Administrator or his or her designee on forms provided for such purposes. An Owner of a property which files a foreclosure action involving said property, or for which a foreclosure action is pending, or a judgment of foreclosure has been issued shall, in addition to all other requirements of this Section, provide a cash bond acceptable to the Village Administrator or his designee, in the sum of not less than ten thousand dollars ($10,000.00), to secure the continued maintenance of the property throughout its vacancy and compensate the Village of Minerva for any expenses incurred in inspecting, securing, repairing, marking and/or making such building safe by any legal means including, but not limited to, demolition. A portion of said bond in an amount to be determined by the Village Administrator (but not to exceed ten percent (10%) per annum of the principal amount of the bond posted) shall be retained by the Village Administrator as an administrative fee to fund an account for expenses related to administering this program.
(2) The registration statement shall remain valid for one year from the date of registration. The registering party shall be required to annually renew the registration as long as the structure remains vacant and shall pay an annual registration fee of one hundred dollars ($100.00) for each residential structure and two hundred and fifty dollars ($250.00) for each commercial or industrial structure; provided, however, that all religious, educational, benevolent or charitable associations, all governmental agencies shall be exempt from the payment of the annual registration fee. The registering party shall not be entitled to a refund of all or any part of the registration fee should the structure no longer be deemed vacant during the annual registration period.
The city of Vallejo, Calif. has amended its property registration ordinance to require an annual fee of $519.71. The program will continue to require registration within 10 days of foreclosure or 10 days of vacancy.

VACANT (AND/OR FORECLOSED) REAL PROPERTY REGISTRATION PROGRAM APPLICATION FORM (REGISTRATION/RENEWAL)
The City of Vallejo (City) is one of many municipalities in California making efforts to deal with the negative effects of foreclosed/abandoned/vacant properties on the community. The information set forth below in this Application is to be provided to the City by the Property Owner (Owner) or the Owner's agent to initiate the Vacant Real Property Registration process with the City.
Requirements
The program requires the registration, maintenance, and security of vacant (or foreclosed) real properties, including single family houses, multi-family complexes and condominiums up to four (4) units, commercial properties, and vacant lots within the City.
The registration requirement is triggered within ten (10) days after either of the following occurs (and annually thereafter in January):
The city of Circleville, Ohio has enacted a property registration requirement within 90 days of vacancy. The program will require annual registration and will require a $10,000 bond for vacant buildings in foreclosure. Registration will be accompanied by the following escalating fee schedule:
Initial Registration: $200.00
1st Renewal: $400.00
2nd Renewal: $800.00
3rd Renewal: $1,600.00
4th and Subsequent Renewals: $3,200.00

Vacant Building Enforcement Program
1337.04 DUTIES OF OWNER.
(a) The owner of any structure that has become vacant as defined above shall, within ninety (90) days after the structure first becomes vacant, within ninety days of receiving notice that a structure is vacant, or within ninety days after the effective date of this chapter, whichever is later, file a registration statement for each such structure with the Director of Public Services or his designee on forms provided for such purposes. Any owner of a property which files a foreclosure action against such property, or for which a foreclosure action is pending, or a Judgment of Foreclosure has been issued shall, in addition to all other requirements of this section, provide a cash bond acceptable to the Service Director or his designee, in the sum of not less than ten thousand dollars ($10,000), to secure the continued maintenance of the property throughout its vacancy and remunerate the City for any expenses incurred in inspecting, securing, repairing, and/or making such buildings safe by any legal means including, but not limited to, demolition. A portion of said bond in an amount to be determined by the Service Director shall be retained by the city as an administrative fee to fund an account for expenses incurred in inspecting, securing, repairing and/or making said building and other buildings which are involved in the foreclosure process or vacant safe.
1337.05 VACANT BUILDING REGISTRATION.
(c) The registration shall remain valid for twelve months from the date of issuance. The owner, agent, lessee or party in control, or mortgagee in foreclosure, shall renew the registration upon expiration for as long as the property remains vacant and shall pay an annual registration fee to the City.
1337.09 FEES.
(a) The owner of a vacant residential or multi-residential building shall pay an annual fee of two hundred dollars ($200.00) for the first year the building remains vacant. For every consecutive year that the building remains vacant, the annual fee will be assessed at double the previous year's fee amount for a maximum annual fee equaling the five year fee of three thousand two hundred dollars ($3,200.00) to be used for the firth and for all consecutive, subsequent years of vacancy.
