ORDINANCE NO. 11-2025
AN ORDINANCE AMENDING CHAPTER 6 OF THE HAZEL CREST MUNICIPAL CODE BY ADDING A NEW ARTICLE VIII, "PROPERTY REGISTRATION"
SECTION 1: Amendment. Chapter 6 of the Hazel Crest Municipal Code is hereby amended by adding a new Article VIII, "Property Registration":
ARTICLE VIII. PROPERTY REGISTRATION
Sec. 6-85. Inspection and registration of real property subject to a defaulted mortgage.
(c) Within ten days of the date any mortgagee declares its mortgage to be in default, the mortgagee shall register the real property with the village registry, and, at the time of registration, indicate whether the property is vacant, and if so, shall designate in writing a property manager to inspect, maintain, and secure the real property subject to the mortgage in default or defaulted. A separate registration is required for each defaulted property.
(e) At the time of initial registration each registrant shall pay a nonrefundable semi-annual registration fee of $350.00. Subsequent semi-annual registrations of defaulted properties and fees in the amount of $350.00 are due within ten days of the expiration of the previous registration. The fees shall be used to offset the costs of registration and registration enforcement, code enforcement and mitigation related to defaulted properties, and for other expenses incurred by the village directly related to fulfilling the purpose and intent of this section.

Article I Registration of Foreclosing Mortgages and Vacant Property
Sec. 354-5 Inspection and registration of real property under foreclosure.
C. Within 10 days of the date any mortgagee files a foreclosure action, the mortgagee shall register the real property with the City Registry, and, at the time of registration, indicate whether the property is vacant, and if so shall designate in writing a property manager to inspect, maintain, and secure the real property subject to the mortgage under a foreclosure action. A separate registration is required for each property under a foreclosure action, regardless of whether it is occupied or vacant.
E. At the time of initial registration each registrant shall pay a nonrefundable semiannual registration fee of $300 for each property. Subsequent nonrefundable semiannual renewal registrations of properties and fees in the amount of $300 are due within 10 days of the expiration of the previous registration. Said fees shall be used to offset the costs of: (1) registration and registration enforcement; (2) code enforcement and mitigation related to defaulted properties; (3) post-closing counseling and foreclosure intervention limited to owner-occupied persons in default, which may not include cash and mortgage modification assistance; and (4) for any related purposes as may be adopted in the policy set forth in this article. Said fees shall be deposited to a special account in the City's department dedicated to the cost of implementation and enforcement of this article, and fulfilling the purpose and intent of this article. None of the funds provided for in this section shall be utilized for the legal defense of foreclosure actions.
Sec. 354-6 Inspection and registration of real property not subject to a mortgage in foreclosure.
A. Any owner of vacant property, as defined in this article, located within the City shall within 10 days after the property becomes vacant, register the real property with the City Registry. Structures that are vacant property at the time of the adoption of this article must register within 15 days of the date this article takes effect.

Subsequent nonrefundable semiannual renewal registrations of vacant properties and fees in the amount of $300 are due within 10 days of the expiration of the previous registration. Said fees shall be used to offset the costs of: (1) registration and registration enforcement; (2) code enforcement and mitigation related to vacant properties; and (3) for any related purposes as may be adopted in the policy set forth in this article. The city of Palmdale, Calif. has amended its property registration requirement to reflect an annual fee of $355.75. The program will continue to require registration for vacant properties within 10 days of foreclosure filing.

VACANT AND ABANDONED PROPERTY REGISTRATION
8.38.030 Registration.
Any beneficiary/trustee, who holds a deed of trust on a property located within the City of Palmdale, shall perform an inspection of the property that is the security for the deed of trust, upon default by the trustor, prior to recording a notice of default with the Los Angeles County Recorder's Office. If the property is found to be vacant or shows evidence of vacancy, it is, by this chapter, deemed abandoned and the beneficiary/trustee shall, within 10 days of the inspection, register the property with the Planning Director on forms provided by the City.
(A) If the property is occupied but remains in default it shall be inspected by the beneficiary/trustee, or an agent/designee of the beneficiary/trustee, monthly until (1) the trustor or another party remedies the default; or (2) the foreclosure is completed and ownership is transferred to a new owner who is not the former beneficiary or trustee; or (3) it is found to be vacant and shows evidence of vacancy at which time it is deemed abandoned, and the beneficiary/trustee shall, within 10 days of that inspection, register the property with the Planning Director on forms provided by the City.
(D) The annual registration fee established by City Council resolution, shall accompany the registration form. The fee and registration shall be valid for the calendar year, or remaining portion of the calendar year, in which the registration was initially required. Subsequent registrations and fees are due January 1st of each year and must be received no later than January 31st of the calendar year due.
Vacant Property Registration
In an attempt to prevent conditions of blight, disrepair, and illegal occupancy by vagrants often resulting from vacant buildings, the City of Palmdale requires the beneficiary or trustee of a property located within the City to perform monthly inspections of the property. If the property is vacant or shows evidence of vacancy, the property must be registered with the City within 10 days of the inspection. Please be aware that each abandoned property will require a separate application form to be completed, along with an application fee of $355.75 per house, per year.
