AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HEMET, CALIFORIA AMENDING CHAPTER 14, ARTICLE XI OF THE HEMET MUNICIPAL CODE ENTITLED "MAINTENANCE, SECURITY AND REHABILITATION OF ABANDONED OR VACANT PROPERTY," WHICH ESTABLISHES MAINTENANCE, SECURITY, AND REHABILITATION REQUIREMENTS FOR ABANDONED OR VACANT PROPERTY WITHIN THE CITY OF HEMET.

ARTICLE XI. - MAINTENANCE, SECURITY, AND REHABILITATION OF ABANDONED OR VACANT PROPERTIES
Sec. 14-503. - Registration Requirements.
(a) A beneficiary, or beneficiary's agent shall register a property with the City's Community Development staff, on forms provided by the City, within 10 days from the earlier of the following dates: (i) the date of notice of default is recorded on a property; or (ii) the date of a default inspection which indicates that the property is vacant or abandoned.
(2) An annual registration fee, adopted in conformance with Section 14-510, shall accompany the submission of each registration form.

This is notice to inform you of the changes to our Foreclosed Property Registration Program:
- The new price for Registrations is $439
- The new price for Renewals is $168
- All renewals are due between October 1st and October 31st
- If a renewal is received before then, it will not be processed
- If a renewal is received after, it will not be processed because the property will have been removed from the program and will need to be re-registered
- Any property that is registered between August 1st and October 1st will not need a renewal payment until the following year

On March 5, 2024, the Lee County Board of County Commissioners adopted Lee County Ordinance No. 24-05, Repealing Ordinance 13-18 - Abandoned Property Registration Program.
Lee County no longer requires abandoned or vacant properties to be registered.
All registered properties have been removed from the program.

Round Lake, IL
The village of Round Lake, Ill. has amended its property registration ordinance to reflect a semi-annual registration requirement within 10 days of foreclosure or vacancy. The program will be accompanied by a semi-annual registration fee of $300.00.

AN ORDINANCE ESTABLISHING A FORECLOSURE AND VACANT PROPERTY REGISTRATION PROGRAM
15.64.40 Inspection and registration of defaulted mortgage.
(c) Within ten (10) days of the date any mortgagee declares its mortgage to be in default or defaulted, the mortgagee shall register the real property with the registry, and, at the time of registration, indicate whether the property is vacant, and if so shall designate in writing a property manager to inspect, maintain and secure the real property subject to the mortgage in default or defaulted. A separate registration is required for each defaulted property.
(e) At the time of initial registration each registrant shall pay a non-refundable semi-annual registration fee of three hundred dollars ($300.00) for each defaulted property. Subsequent semi-annual registrations of defaulted property and fees in the amount of three hundred dollars ($300.00) are due within ten (10) days of the expiration of the previous registration.
15.64.50 Inspection and registration of real property that is vacant.
(a) Any owner of vacant property shall within ten (10) days after the property becomes vacant, or within ten (10) days after assuming ownership of the property, whichever is later, register the real property with the village registry.

Franklin, MA
The town of Franklin, Mass. has amended its property registration requirement to reflect an annual fee of $75.00. The program will continue to require registration within 14 days of foreclosure or vacancy.

Chapter 168 Vacant Properties
Article I Registration and Maintenance
Sec. 168-3 Registration.
A. All owners of vacant and/or foreclosed properties shall register such properties with the Commissioner on a form provided by the Commissioner. An owner shall file said registration with the Commissioner within 14 days following the occurrence of a vacancy or foreclosure, which first occurs. If the owner is an out-of-state corporation, person, or other entity, the owner shall appoint an in-state agent authorized to accept service of process and other documents under this article.
B. All property registrations pursuant to this section are valid for one calendar year from the date when the registration is received by the Commissioner. An annual registration fee must accompany the registration form. Subsequent registrations and fees are due no later than the date of the expiration of the previous registration. Subsequent registrations must certify whether the property remains vacant and/or remains in foreclosure, as the case may be.

Pitman, NJ
The borough of Pitman, N.J. has amended its property registration ordinance to reflect an annual fee of $500.00 for occupied properties in foreclosure and $2,500.00 for vacant properties in foreclosure. The program will continue to require annual registration within 30 days of foreclosure filing.

REGISTRATION OF FORECLOSED/VACANT/ABANDONED PROPERTIES
(Borough Code Chapter 19-5 - 19-6.14)
As required pursuant to the Borough of Pitman Code, Chapter 19-5 through 19-6.14, within 10 days of the filing of the action of foreclosure on a commercial and/or residential mortgage for a property located in the Borough of Pitman, the creditor shall notify the Borough of Pitman Clerk of the action via mail at 110 South Broadway, Pitman, NJ 08071.
Creditors of any commercial and/or residential mortgage are required to register the property with the Borough's property registration program as a property in foreclosure within 30 days of notifying the Borough accompanied by the appropriate registration fee. If the property is vacant and abandoned at the time of the filing, or becomes vacant any time thereafter, the creditor shall pay an additional $2,000.00 fee. All checks should be made payable to the Borough of Pitman.
Additionally, the owner of any vacant or abandoned property must register with the Clerk's Office within 30 days after the property become vacant and abandoned, or within 30 days after assuming ownership of the vacant or abandoned property.
Registration fees are due annually until such time that the foreclosure is discharged and/or the property is re-occupied. On each anniversary date of the initial registration, the owner/creditor shall submit a renewal registration form and fee in accordance with the fee schedule.

Lake Worth Beach, FL
The city of Lake Worth Beach, Fl. has amended its property registration ordinance to reflect a registration requirement within 10 days of vacancy or default. Registration will be required annually and will be accompanied by the following escalating fee schedule:
First Year - $200 Annually
Second Year - $300 Annually
Third Year - $400 Annually
Fourth Year - $500 Annually
Fifth Year - $600 Annually
Sixth and Subsequent Years - $750 Annually

City of Lake Worth Beach, Florida
REGISTRATION OF ABANDONED REAL PROPERTY
Section 2-75.11 of the City of Lake Worth Beach Code of Ordinances requires registration of all property within the City that is vacant and/or unimproved property, contains a vacant building or structure, is in or has been declared to be in default or mortgage foreclosure, has been the subject of a foreclosure sale where title was transferred to the mortgagee, or was transferred to the mortgagee or lender under a deed in lieu of foreclosure. Registration must be made by the property owner or mortgagee with the City of Lake Worth Beach Business License Division by filing a registration application prescribed by the city within ten (10) days of vacancy or default or within (2) days of inspection finding the property is vacant or abandoned. Changes to the registration must be made in the same manner within ten (10) days of the change in circumstances or information. An annual registration and compliance with the inspection, security, and maintenance standards is required for each property for as long as the property meets the requirements of Section 2-75.11 of the City's Code.
