The town of Binghamton, N.Y. has enacted a property registration requirement within 60 days of vacancy. The program will require annual renewal and will follow the below fee structure:
Iniital Registration: $50.00
Additional fee if building will remain vacant for more than 4 months or is in foreclosure: $500.00
All Subsequent Renewals: $500.00

Sec. 166-1. Purpose and intent; definitions; registration requirements; fee; maintenance; exemptions; inspections; annual reports; penalties for offenses.
C. Vacant building registration.
(1) The owner of a vacant building will register with the Code Enforcement Office no later than 60 days after any building becomes a "vacant building," as defined above, or not later than 30 days after being notified by the Code Enforcement Officer of the requirement to register.
(8) Vacant building registration fees.
(a) The owner of a vacant building will pay a registration fee of $50. The fifty-dollar registration fee is due and payable upon registration; to wit: no later than 30 days after any building becomes a "vacant building," as defined above, or no later than 30 days after being notified by an Enforcement Officer of the requirement to register.
(b) If the building is to remain vacant for four months or is in foreclosure, then the owner will also pay an annual nonrefundable vacant building fee of $500. The five-hundred-dollar annual vacant building fee is due and payable together with the fifty-dollar registration fee and on each anniversary thereafter until the building is demolished, rehabilitated or occupied following foreclosure. In a foreclosure situation, if the property is properly secured, maintained and mowed, then in the discretion of the Code Enforcement Officer, some or all of the annual fee may be refunded.

Sec. 78-4. Registration of blighted premises required.
A. Registration
(1) Within 30 days of a premises being deemed blighted as defined within this chapter, each owner of such blighted premises and/or vacant building shall register said premises/building with the Town of Agawam's Legal Department.
B. Registration fees.
(1) All property registrations pursuant to this chapter are valid for one calendar year from the date when the registration is received by the Agawam Legal Department. An annual registration fee of $500 must accompany the registration form. Subsequent registrations and fees are due at least 30 days prior to the date of expiration of the previous registration. Subsequent registrations must certify whether the property remains vacant and/or remains in foreclosure, as the case may be.

The city of Warren, Mich. has amended its property registration ordinance to require registration within 30 days of foreclosure filing or 30 days of vacancy. The program will require annual renewal and will following the below fee structure:

Sec. 28-52. Registration.
Any beneficiary/trustee, who holds a mortgage on a property located within the city, shall perform an inspection, to the extent permitted by law or under the mortgage, of the property that is the security for the mortgage, upon default by the trustor, within five (5) days after either filing a complaint for foreclosure (if foreclosure is by judicial action) or publishing a notice of foreclosure (if foreclosure is by advertisement). If the property is found to be vacant or shows evidence of vacancy, it is, by this article, deemed abandoned and the beneficiary/trustee shall, within ten (10) days of the inspection, register the property with the City of Warren Code Official Head or his or her designee on forms provided by the city.
If the property is occupied but remains in default, it shall be inspected, to the extent permitted by law and the mortgage, by the beneficiary/trustee, or his designee, monthly until (1) the trustor or other party remedies the default or (2) it is found to be vacant or shows evidence of vacancy at which time it is deemed abandoned, and the trustee shall, within ten (10) days of that inspection, register the property with the City of Warren Code Official Head or his or her designee on forms provided by the city.
An annual registration fee shall accompany the registration form. The fee and registration shall be valid for the calendar year, or remaining portion of the calendar year, in which the registration was initially required. Subsequent registrations and fees are due January 1 of each year and must be received no later than January 31 of the year due.
Registering Vacant/Abandoned/Foreclosed Properties
- Warren City Council has passed an ordinance requiring all title holders of vacant, abandoned, and/or foreclosed properties to register with the City of Warren (Article III, Sec. 28-50 to 28-66).
- The registration fee ($200 initial, $125 renewal) is annual and the amount of the fee is set by the resolution of the City Council.
- The following are violations of the ordinance (unless otherwise stated violations are a civil infraction with a fine of up to $500):
- Failing to register the property within 30 days

Eastampton, NJ
The township of Eastampton, N.J. has amended its property registration ordinance to reflect registration requirements within 10 days of default or 10 days of vacancy. The program will require annual registration with a fee of $2,000.00 for occupied properties in default and $2,500.00 for vacant properties in default. The program will require semiannual registration with a $500.00 fee for vacant properties that are not in default.

Sec. 386-5. Inspection and registration of defaulted mortgage.
C. Within 10 days of the date any mortgagee declares its mortgage to be in foreclosure, the mortgagee shall register the real property with the Township registry, and, at the time of registration, indicate whether the property is vacant, and if so shall designate in writing a property manager to inspect, maintain and secure the real property subject to the mortgage in default or defaulted. A separate registration is required for each registrable property.
E. At the time of initial registration each registrant shall pay a nonrefundable annual registration fee of $500 for each registrable property. Subsequent annual registrations of defaulted properties and fees in the amount of $500 are due within 10 days of the expiration of the previous registration.
An additional two-thousand dollars ($2,000.00) per property annually if the property is vacant or abandoned pursuant to the definition in the ordinance when the summons and complaint in an action to foreclose is filed or becomes vacant and abandoned pursuant to the definition in the ordinance at any time thereafter while the property is in foreclosure.
Sec. 386-6. Inspection and registration of real property that is not subject to a mortgage in default.
A. Any owner of vacant property located within the Township shall within 10 days after the property becomes vacant, or within 10 days after assuming ownership of the property, whichever is later, register the real property with the Township registry.
C. At the time of initial registration each registrant shall pay a nonrefundable semiannual registration fee of $500 for each vacant property. Subsequent semiannual registrations of vacant properties and fees in the amount of $500 are due within 10 days of the expiration of the previous registration.
Florence, NJ
The township of Florence, N.J. has enacted a property registration requirement within 30 days of foreclosure or 30 days of vacancy. The program will require annual renewal and will follow the below escalating fee structure:
Initial Registration: $500.00
1st Renewal: $750.00
2nd Renewal: $1,000.00
3rd and Subsequent Renewals: $2,000.00

The owner or agent of any building in-foreclosure, vacant, or abandoned as defined by Ordinance 2023-07 shall, within 30 days after the property becomes vacant, or within 30 calendar days after assuming ownership of the vacant property, whichever is later; or within 30 days of a summons and complaint in an action to foreclose is initiated; or within 10 days of the receipt of notice by the Township of Florence, file a registration form and pay the appropriate fee on the form provided by the Code Enforcement Office for such purposes.
Every owner shall be required to renew the registration annually by June 30th.
